Metcalf 5 Eddy, Inc, of Boston, Massachusetts, for engineering services
during the construction of the Kenduskeaq Stream interceptor seersbe
and hereby is accepted, and be it further
ORDERED, that said Metcalf 5 Eddy, Inc. be notified to proceed at
the same time as the construction contract is awarded.

Dear Mr. Frawley:
In accordance with your telephone request on February 17, we
submit for your consideration this Proposal for engineering services
in connection with construction of the Kenduskeag main intercepting
sewer from the existing 66 -inch interceptor sewer located in the
Kenduskeag Parking Plaza to the existing Blanchard Street sewer and
the Kenduskeag east intercepting sewer between State Street and FraNc-
lin Street, and appurtenant work, Contract 71-1,
I. Engineering Services
A. We would furnish engineering services of consultation
and advice relative W matters which are presented in
connection with construction; review shop drawings sub-
mitted by contractors; advise on laboratory, shop and
mill testa of materials for conformance with specifica-
tions; and review estimates for progress and final

B. We would furnish services of a resident representative,
who, with assistance of personnel to be furnished by the
City, would keep records of measurements of quantities;

Dear Mr. Frawley:
In accordance with your telephone request on February 17, we
submit for your consideration this Proposal for engineering services
in connection with construction of the Kenduskeag main intercepting
sewer from the existing 66 -inch interceptor sewer located in the
Kenduskeag Parking Plaza to the existing Blanchard Street sewer and
the Kenduskeag east intercepting sewer between State Street and FraNc-
lin Street, and appurtenant work, Contract 71-1,
I. Engineering Services
A. We would furnish engineering services of consultation
and advice relative W matters which are presented in

observe the work and materials with respect to
quality, suitability, and conformance with the design,
specifications, and contract requirements; review
and, if appropriate, approve progress and final
estimates for payments to contractors; observe and
report relative to field tests of the work and equip-
ment; and prepare marked prints for use in making
record drawings. A final inspection of the completed
work would be made by the resident representative
accompanied by a principal of Metcalf & Eddy, Inc.
C. Periodically, as required, additional services of
engineers in connection with structural and founda-
tional matters, mechanical or electrical work,
equipment and tests, or in connection with claims of
contractors, would be furnished by us.
D. Upon completion of construction, if requested, we
would prepare record drawings for the works an built.
Ii. Work of the City
The City is to engage and pay for the services of a qualified
materials testing firm to make tests of speciments of materials
delivered to the work, supervise the required inspections, tests,
and examinations required in connection with pipe, concrete, and
other materials to be furnished for incorporation in the work, and
to certify as to compliance with the specifications.
As required by the resident representative, the City is to
furnish qualified assistants to aid in performance of the services
indicated in Section I -B. The City will also furnish stenographic
and survey personnel and equipment, to work under the direction
of the resident representative.
Assistants to aid the resident representative, who are to be
furnished by the City, shall be satisfactory to the resident represen-
tative. Any assistant whose performance of duties is unsatisfactory
shall be removed from the work and be replaced by a suitably
qualified person.

The City is to engage and pay for the services of divers, if
required, to Metal in determination of conformance of the work of
Kenduskeag Stream crossings with design, specifications, and contract
requirements. Such divers would perform services as directed by the
resident representative and report directly to him.
The City is to provide the initial line and grade stakes and
reference points for the work, sent check the lines, elevations,
reference marks, batter boards, etc., set by the engineer employed
by the contractor, as may be required.
IB. Compensation
A. For the engineering services indicated under Section
I -A, consultation and advice in connection with the
construction, compensation is to be the lump sum of
$22,000, payable in eighteen (18) monthly installments
of $1,100 each, plus one payment of $2,200. Ibis com-
pensation is to be for services during a period not to
exceed nineteen (19) consecutive months following the
date of beginning work by the contractor.
B, For services of a resident representative furnished
by Metcalf & Eddyq Inc., as indicated under Section
I -B, compensation is to be on a time -charge plus
expense basis. Such charges, payable monthly as
accrued, will be the sum of salary costs times a
multiplier of 1.75, plus nonsalary expenses. A budget
allowance of $10,000 is suggested for this item for
services during a period of nineteen (19) consecutive
months, following the date of beginning work.
C. For additional services of engineers and assistants,
as indicated m Section I -C, and for preparation of record
drawings as indicated in Section I -D, and for other addi-
tional services required to be furnished by Metcalf & Eddy,
Inc„ after nineteen (19) consecutive months following the
date of beginning work, compensation will be derived by
applying a multiplier of 2.25 to the salary cost of personnel
for time charged to the work plus noasalary expenses. A
budget allowance of $18,000 is suggested for services
indicated in Sections I -C and I -D.

D. Salary cost is defined as salary and wages paid to per -
soanel for time chargeable to the project plus a percentage
covering: allowances for sick leave, vacation and holiday
pay; taxes and insurance premiums based upon payroll;
and medical and retirement benefits.
E. Nonsalary expenses include such typical expenses as
costs of transportation and subsistence, long-distance
telephone soul telegraph, printing and reproduction and
identifiable supplies.

F. The period of nineteen (19) consecutive months following
the date of beginning work by the contractor in the above
sections is based on the assumption that the "TIME FOR
COMPLETION" stated in the "INFORMATION FOR BIDDERS"
is to be 550 consecutive calendar days after the date of the
formal execution of the AGREEMENT between the OWNER
and the CONTRACTOR whose BID shall be accepted.
N. Litigation and Additional Work
Nothing herein contained shall obligate Metcalf & Eddy, Inc., to
prepare for or appear in litigation on behalf of the City of Bangor or
otherwise, or to make investigations or reports or supply engineering
services on matters not covered by this proposal, except in consideration
of such additional compensation as may be mutually agreed upon.
