Public Safety Committee. ............................ ....... ... C I'1 LERN Introduced and filed by CD cilrtan N P P. T IT ION MEMBERS OF BANGOR CITY CO MOIL We, the property ewers of West Street, Bangor, Maine, hereby petition the Bangor City Council to consider designating West Street as a -way street, entering at Hammond Street and exiting at Webster Avenue. We also petition the Council to consider re -surfacing the existing street, and r urfacing thesidewalk n the West side of the street. We consider the. designation and aimplementation of West Street a way street as the most pressing and priority item of this Petition. The following reasons for the above request is substantiated as follows: 1. West Street is not wide enough for the existing two-way traffic, especially during the winter months of smvp losing operations. This problem is further magnified by the excessive vehicular truck traffic on this street. The excessive truck traffic is due, in part, to servicing the c Fair Fairmount grocery store on the c mm of Hammond Street and West Street. Also may truck drivers exiting Buck Street are using West Street to reach Hamamnd and Fourteenth Streets to avoid the traffic signals at the corner of Hammond Street and Webster Avenue. 2. Many truck drivers are using private driveways on West Street to change their direction of travel to better position their vehicles for off-loading of supplies to the Fairmount grocery store. This illegal procedure asually results 1n the block - cup of traffic in the store a of the street. it is a natant problem to drive through this asespecially when the stare parking area is filled and when trucks and auto- mobiles are parked on both sides of the street. 3. At the present time, the sidewalk area and some private lawn areas e being invaded by the vehicular traffic as the result of the narrow width of the street. The present two-way traffic presents arsafety hazard to the children residing on this street. It is not safe for children to play or walk on the sidewalk areas, and, i e instances, not safe for them to play in their driveways and front lawn areas, especially when vehicles are passing each other in oppositedirections. 2. 4. Homeowners residing on this street cannot rthe lest timethat West 5 a et was resurfaced. Tho etro¢p is in a bad stat f p and is deteriorating rapidly each yea . Thiss ondition aggravated by the has" traffic (especially trucktraffic) and neglect in repairing the roadbed. 5. The sidewalk on the wast side (even-numbered side) of West Street has been neglected and ties a part of the road- wmy. We are sure this was done intentionally by the city street department Personnel to help alleviate then row road condition. Thissituation is not in the best interest of the homeowners on either side of the street and especially those homeowners residing on the West side of the street_ This not only de -values the property of the homeowners on the west side of the street, but it also detracts from the appearance of the neighborhood. :. ve- The lollowl.ng list constitutes all the homeowners and their street address n Nest Street.
