Chair Huhn called the meeting to order at 7:00 p.m.

Board Administration
1. Election of Officers
Member Shaw motioned for Ken Huhn to remain as Chair and Reese Perkins to remain as Vice
Chair, seconded by Member Bazinet.No other nominations received. Nominations closed.
All members in favor, none opposed.
LAND DEVELOPMENT CODE AND MAP AMENDMENT PUBLIC HEARINGS
2. Zone Change –24 Spruce Street, Map-Lot 055-157– Contract Neighborhood
Service District (NSD) and Urban Residence 1 District (URD-1) - To amend the
Land Development Code by changing a parcel of land located at 24 Spruce Street,
Map-Lot 055-157, from Contract Neighborhood Service District (NSD) and Urban
Residence 1 District (URD-1) to Urban Residence 2 District (URD-2). Said parcel of
land contains 0.26 acres, and is more particularly indicated on the map attached
hereto and made part hereof. Applicant/Owner: Emily Tilton, ET Holdings, LLC.
Emily Tilton, applicant, presented the application and provided the following:

Applicant lives in Veazie, owns 2 properties in Bangor. 24 Spruce Street recently
purchased at foreclosure auction.
Might build on to the property in the future to create 2 additional units.
Vice Chair Perkins brought up concerns about parking- proposed zone change might
allow for more parking;proper parking is necessary with any expansions/ housing units.
No further comments, concerns, or questions.
No proponents or opponents.
Vice Chair Perkins moved to recommend to City Council to amend the Land Development
Code by changing a parcel of land located at 24 Spruce Street, Map-Lot 055-157, from
Contract Neighborhood Service District (NSD) and Urban Residence 1 District (URD-1) to
Urban Residence 2 District (URD-2). Said parcel of land contains 0.26 acres.
Applicant/Owner: Emily Tilton, ET Holdings, LLC. The motion was seconded by Member
Meagher. All members in favor. Motion carries.

3. Land Development Permit Application for Minor Subdivision Modification –
Map-Lots R36-023 and R36-024 –Rural Residence and Agricultural (RR&A)
District -Applicant/Owner; Scott & Allison Davis. Agent; Artifex AE -Land
Development Permit Application for Minor Subdivision Modification for the following
parcels of land located in Church Woods Subdivision; Map-Lots R36-023 (addressed
as 40 Skyline Road), and a vacant parcel of land located at R36-024 in a Rural
Residence and Agricultural (RR&A) District. Modification proposes to combine R36-
023 and R36-024 into a single lot by removing a shared property line, resulting in a
10.48-acre lot. Applicant/Owner; Scott & Allison Davis. Agent; Artifex AE.
Shelly Lizotte with Artifex, representing applicant presented the following:
The main reason for this lot combination is that an accessory building (garage) cannot
exist on a lot without primary residence.
Shared property line to be removed, resulting in one lot
Will also require modifying the original SLODA permit
Vice Chair Perkins inquired about the original lots #13 and #14 not showing on the map. Says
that it should show old property line and lot numbers.
Planning Officer Krieg reminded the Board the subdivision is subject to state law and must
come back to the board for endorsement prior to going to Registry of Deeds.

No further staff comment and no proponents or opponents.
Member Shaw moved to approve the Land Development Permit Application for Minor

The motion was seconded by Member Meagher. No further discussion. All members in favor.

OTHER BUSINESS
4. Annual Training will be held in February 2022
5. Comprehensive Plan Update
Planning Officer Krieg stated that the process is ongoing. Additionally, stated that members
should feel free to provide comments to her about the Economic Development Strategy
recommendations. Planning Board members discussed the mall area, downtown safety,
tax credits to downtown landlords, formula for revenue sharing/service centers, broadband
infrastructure, including all other reports and processes previously compiled in
Comprehensive Plan, refugees and/or immigrants, unhoused persons, as well as locations
of affordable units and how many.
6. Meeting Minutes –December 21, 2021 – Approval of Meeting Minutes
