ARTICLE ] - CITIZENS ADVISORY COMAITTBE
sec. 1 Citizens Advisory Condition. There is hereby establisher) a Citizens
Advisory Committee on Municipal Programs•
which shall consist of 23 members who shall be appointed by the City
Council.
1.1 Membership. Members Shall be appointed annually to sense for a
term of three years and untilaus duly
appointed, except as hereafter indicated. Any
a
v ancy created
n the committee may be filled by appointment bythe City Council
for the remainder of the term. No person appointed, on December
22, 1969,or thereafter, shall serve more than two (2) consecutive
complete terms.
1.2 Meetings. Regular meetings shall be held at least once
each
month and special meetings may be called asprovided
in the By -Laws of the Citizens Advisory Committee.
1.3 L The Committee shall adopt By -Lowe, which shall include
provisions for the election of a Chairman and such other
officers s the Committee deems necessary, the establishment of a
quorum, the scheduling and calling of regular and special meetings,
and the procedures for holding an annual meeting and the issuance
of an annual report to the City Council. The By -Laws may be adopted
and amended by a majority vote of the committee, subject, houaver,
to ratification and approval by the City Council.
sec. 2 Functions. It shall be the function of this Committee:
2.1 In consider or study such matters of municipal c as may ba
referred to the Committee by the City Council or theCitymanager,
and to report the recommendation of the Committee to the referring
party within a reasonable period of time.
2.2 To form sub -committees from time to time to examine matters which
may be referred to the Committee. Sub -committees shall be
appointed by the Chairman and their areas of concern
may
include: Community Planning, Codes, Urban Renewal public
Housing, Capital Improvements, MOnomic hevelopment. and
Welfare.

ed EREAS, the primary function of the Citizens Advisory Committee is to
_provide a focal point Of citizen participation in connection with federally
funded local improvement programs: and
WE® S, it isrequirement that the City Council of the City of Bangor
appoint a Citizens Advisory ComiSttee as part of its so-called Workable program;
and
WHEREAS, it is neared that the present Citizens Advisory Committee with a
membership of 35 is too large to operate effectively;
NOW, THEREFORE, be it ordained by the City Council of the City of Danger,
as follows:
THAT Chapter I, Article 7 be repealed and replaced as follows:
CHAPTRR I
ARTICM 7 - CITIZENS ADVISORY COE-0ITTEE
Sec. 1 Citizens Advisory Committee. here is hereby established a Citizens
Advisory Committee which shall consist
of 12 members who shall be appointed by the City Council is accordance
with workable Prograen provisions to act as a Focal point of citizen
participation and to provide support for public and private efforkS
in carrying Out the local improvement programs which are supported by
Federal Funds through the U. S. Department Of Housing and Urban Develop-
ment
evelopment and Health, Education and Welfare.
1.1 Membership. Members shall be appointed annually to Serve for a
term of three years and until aos duly
appointed, except that initial appointment shall besfour for
three years, four for two years and four for one year. Any

by the City Council for the remainder of the term.
1.2 Composition Of Committee. In appointing members to the Citizens
Advisory Committee the City Council
shall take into consideration that the Committee =at be repre-
entative of all community interests and a including, but
not limited to, economic, labor, church, education, health,
welfare, minority groups, public informs_ion and neighbcrhONs.
1.3 Hearings Regular meetings shall be held at least once each month
and special meetings may be called as provided for in the
By -Laws of the Citizens Advisory Committee.
1.4 � The By -haws of the Committee stall include provisions
for the election of a Chairman and such other officers
as the Committee deems necessary, the establishment of a querns,
the scheduling and Callinj of regular use, special meetings, and
the procedures for the holding of an ammral meeting and the is-
suance an annual report to the City Council. The By -Sass may
be adopted and assailed by a majority vote of the Committee, sub-
ject, however, to ratification and approval by the City Council.
