Pursuant to City Council Order 235-Y passed June 28, 1971, directing that
a new sanitary sewer be installed to se that land owned by Bert L. Wolstein
on Hogan Road, occupied by the K-Mart,'the fcllowinc report is submitted:
The installation has been completed, consisting of 4200 feet of 8 inch PVC
force main sewer extending in a westerly direction from a new 300 GPM pump
station adjacent to Penjajawoc Stream, to Stlllwater Avenue at a point approx-
imately half -way between Interstate Highway I-95 and Gilman Road; thence, an 8
Rich asbestos cement gravity sewer extending in a southwesterly direction along
Stillwater Avenue for a distance of 1536 feet to an existing 12 Inch sewer on the
north side of Stillwater Avenue. Also included are 17 new manholes. The new
sewer replaces the existing package treatment plant which was located on the east
side of Penjajawoc Stream, which served the 95'er Restaurant and service station.
The new pump station has a capacity to serve approximately 100 acres, with approx-
imately 11.5 acres presently developed and being used by the K -Mart.
The actual cost of the sewer Installation was $77, 574.00 of which amount 75%
or $58,180.50 may be assessed against the property benefitted. By letter dated
June 3, 1971, to the Hannan Co., representatives of Mr. Wolstein, the following
agreement was reached:
1. 75% of the actual cost of the sewer installation would be assessed against
Mr. Wolstein, and would be levied Immediately.
2. Since the present Installation is designed to serve 100 acres, Mr. Wolstein
would be permitted additional sewer entries to serve up to 100 acres of his land at no
additional cost.
3. N other property owners request entry into its sewer, they would be assessed
for a proportionate share of the cost, which would then be refunded to Mr. Wolstein.
Assessments to other properties would be In proportion to the area developed, at the
rate of $581.80 per acre.
4. Additional assessments would be levied aganist Mr. Wolstein only if
future development by him exceeded 100 acres or necessitated enlargement of the
pump station.
It is recommended that the total assessment in the amount of $58,180.50
be levied against Mr. Wolstein, to be reimbursed to him if and when other
properties request entry Into the sewer, in proportion to the area served.
