CITY COUNCIL CHAMBERS AND VIA ZOOM MEETING MINUTES Commission Members Present: Matthew Carter, Chair Edmond Chernesky (Via Zoom) Nathaniel King Anne Marie Quin Karen Rand (Via Zoom) Liam Riordan (Via Zoom) City Staff Present: Melissa Bickford, Development Asst. Jeff LaBree, Housing Rehab. Coord. Chair Carter called the meeting to order at 7:04 P.M. New Business: 1. Certificate of Appropriateness and Design Review - 35 Main Street - Map-Lot 042- 110 - Main Street Historical District - Façade Review District - Applicant: 35 Main Downtown LLC - Approval for removal and replacement of windows at property located at 35 Main Street, Map-Lot 042-110 - in the Main Street Historical District, and Façade Review District. Applicants Louie Morrison and Luke McCannell presented the following part and in substance: Solid wood window in duraclad finish, believes that it’s an all-wood window ndth Discussed windows on the 2 floor through the 4 floors of the building, and how windows were previously replaced prior to applicant purchasing the building Discussed ceiling drops, as well as the curved tops of the windows Building was sprinkled around 1990 Same window holes to be filled, no additional work to be done Jeff LaBree provided Consultant’s report, determined from applicant that the windows will be wood, black in color. Transoms to remain as they are. Applicants wishes to rd retain rounded tops in windows. There are drop ceilings on the 3 floor, but they’re up higher. Regarding the front windows, applicants want opportunity to “put them back to where it was” in terms of the windows. Applicants indicates that with the ceilings intersecting where the windows are, they’ll have to ndrd re-renovate the interiors to accommodate outside windows. The 2and 3 floor has drop ceilings that covers that top part of the transom, and ceilings would need to be ripped out to have the windows go up to the archtop. Commissioner Rand inquired about the windows being white framed originally. Applicants indicated that the windows in the storefront on the first floor are black, and that’s why they chose the black. Discussion regarding use of white for the windows, as it would match the surrounds of the windows. Applicants indicated that white was not their preference, and that every building that is currently being redone downtown is putting in black windows. Applicants indicated that it’s an added appeal and would look newer than a white option. Commissioner Rand asked about an ivory option, as the black doesn’t really flow. Window specs were reviewed, and determined that the windows are in fact aluminum clad windows. Colors of the white variation were reviewed. Commissioner Rand felt that the lighter colored windows would match the façade better than the black. Commissioner Riodran asked about the wood on the sides of the windows, and inquired if the windows would be wider than the openings – they would not. Windows will be going into the holes that are already there. The crème color material in the arch was discussed, determined to be wood, just unsure what type. Painting the surround was discussed to match the window. Applicants said that it would look absolutely terrible, and doesn’t think that it would ever match. Chair Carter provided options to the applicants. 1) They can make the windows match the surround, 2) withdraw application and return, or 3) decide to go with the black as presented. Applicants indicated that he wanted to make the windows blend in with the surroundings, and not change the color of the windows. Applicants stated that he wanted to vote on what they had been working on for months. Commission discussed that the color cannot be voted on, as it’s been previously removed from the scope of the Historic Preservation Commission. Discussed the total number of widows for replacement, determined to be 35. Commissioner Rand indicated that she doesn’t feel that black is a good option, and inquired about a gray. Applicants stated that they do not want gray. Commissioner Rand stated that she would rather that it not be black. It was determined that the windows in question are duraclad, which is an aluminum/wood product. Commissioner Riordan motioned for approval for Certificate of Appropriateness for 35 Main Street, Map-Lot 042-110, in the Main Street Historical District for 35 aluminum clad replacement windows to fill the existingspace that will be made with removal of current windows, seconded by Commissioner Chernesky. Roll Call Vote: Commissioner Riordan, yes CommissionerRand, yes, as long as it’s not black Commissioner Chernesky, yes Commissioner Quin, yes Commissioner King, yes Chair Carter, yes Motion carries Commissioner Riordan motioned for approval for Design Review for 35 Main Street, Map-Lot 042-110, in the Fa ç ade Review District, for 35 aluminum clad replacement windows, to fill existing space that will be made with removal of current windows, seconded by Commissioner Quin. Roll Call Vote: Commissioner Rand, yes CommissionerChernesky, yes Commissioner Riordan, yes Commissioner Quin, yes CommissionerKing, yes Chair Carter, yes Motion carries. 2. September 23, 2021 Meeting Minutes –Commissioner Quin moves approval of the meeting minutes of September 23, 2021 as presented with no changes, seconded by Commissioner Riordan. Roll Call Vote: Commissioner Chernesky, yes Commissioner Riordan, yes Commissioner Rand, yes Commissioner Quin, yes Commissioner King, yes Chair Carter, yes Motion carries. 3.
