I Statement of Condltionat
It is anestablished fact that drugs of various kinds are available on the
illicit market to adolescents, young adults and others in the greater Bangor
"ea.
Reacting to this situation, a variety of agencies and organizations have planned
and established a variety of programa and services in an attempt to respond.
Some of these programa are ongoing and others have been short-term. They have
fallen into two general categories{ educational and regulatory. A few an&
efforts have met with some success but more have failed and although drug abuse
has been at the problem level fn the area for sevasul yeara now, thm'e hes yet
to be a decisive approach to contending with it than an impartial judge could
honestly aay contributed appreciably to disueding persons from aisaeing drugs.
It appears that short of some form of mandate from the State governmental level,
all of these programs cannot he successfully coordinated. Despite this however,
it is anmmibent upon government both State and local, to remain cloae in to the
problem and efforts to respond to it, for the abuse of dangerous subatam ass can
end does effect human development, and community health, velfare and social order.
In Bangor, the City Council must have At its disposal, current end factual in-
formation regarding the seriousness And nature of drug abuse. Utilising such in-
formation It may, within its power to do so, take action to regulate and modify
factors bearing on drug abuse, iastigate progress of education and prevention and
otherwise serve a key role in the overall effort W curb the problem.
presently, gauging the magnitude of the drug problem is in itself, a difficulty.
It is essential that the chief governdmg body of the City have a vehicle through
which it may obtain timely and factual feed -back from resource persona in a po-
sition to be moat familiar with the situation and who need act rely on public
media, popular opinion and other sources whoae appraisal of conditions may not

II Purpose And objective:
It is therefore Seemed necessary And advisable that the City banal establish
a standing cammittes of persons to provide it with data and recommendations o
the matter of abuse of drugs in Bangor and other communities to the extend that
conditions in these other communities effect Bangor.
It is recommended that this Committee replace the Doug Education Committee as
the purposes of the latter no longer seem timely end cannot provide the City
Council with the type of information it needs.
It is further suggested that the name of this new committee be the Drug Abuse
Assessment Committee and that it be cemprised--at least initially --of live
persona whose responsibilities shall be:
