ORDERED,
THAT the attached report from the City Engineer relative to
the cost of extending the Coffey Street roadway for a distance
of 200 feet easterly from its present terminus, and installing
350 feet of sanitary sewer be and hereby is accepted and be it
further
ORDERED, that the construction of said roadway extension and sewer
installation be started as soon as possible and be it further
ORDERED, that the sum of $6,000 be transferred from the Contingency
Fund to cover the roadway construction, and that the sum of $3,500
be transferred from the Sewer Fund to cover the sewer installation.

TO THE MUNICIPAL OFFICERS: October 4, 1973
Pursuant to City Council Order No. 225 -AA passed August 13, 1973
directing the City Engineer to make a cost study for the exten-
sion of Coffey Street in an easterly direction, and for the in-
stallation of a sanitary sewer on Coffey Street, the following
report is submitted:
At the request of the Briggs Land Company, the roadway would be
extended for a distance of 200 feet, with a tar surface, matching
the existing roadway. A catch basin and underdrain pipe would be
installed to handle storm water. The total estimated cost of the
roadway construction is $5,910, of which 50%, or $2,955 may be
assessed against the properties benefited, as follows:

Mr. Allison S. Briggs, representing the Briggs Lane Co., is i
favor of the installation. No reply was received from the Paul V.
Adams Trucking Co.
The sewer

installation would consist of 350 feet of 8" asbestos
Strentpipe extending east from the existing sewer on Hildreth
eet, with a manhole at the easterly end. The total estimated
cost of the sewer is $3,500, of which 50%, or $1,750 may be
assessed against the properties benefited, as followe:

Mr. Allison Briggs spoke in favor the the sewer installation, and
no reply was received from the Paul V. Adams Trucking, Inc.
It is recommended that the a ents against the Paul V. Adams
Trucking, Inc. be deferred until such time as the property i
developed, on the condition that the sewer assessment against that
property would be increased to 75%, or $1,312.50.
Since both the road and sewer extension a necessary to a
ewe re neceas cove a
new addition to the Briggs Land Company building, it is recommended
that they be installed immediately. A plan showing the proposed
construction is attached.

Dear Mr. Frawley:
In accordance with your telephone request, we submit for
your consideration this proposal for preparing an infiltration/
inflow analysis for the City of Bangor,
SCOPE OF WORK
The analysis would cover the following subjects:
1. identify the presence, quantity, and type of infiltration/
inflow conditions which exist in the sewer system.
2. Flow data for flows in sewer system including overflows and
bypassed flows.
3. Location, frequency, and cause of overflow conditions in
the collection/treatment system caused by infiltration/
inflow.
4. Relationships of existing population and industrial
contribution to flaws in the sewer system.
5.. Geographical and geological conditions which may affect the
present and future quantities or correction costs of infil-
tration/inflow.
6. Age, length, type, materials of construction, and known
physical condition of the sewer system.
7. preliminary estimates of the relative costs, both for

the treatment works capacity to provide the required degree
of wastewater treatment for the quantities of infiltration/
inflow.

If the infiltration/inflcw analysis demonstrates that the sewer
system may be subject to excessive infiltration/inflow, a detailed
plan for a systematic sewer system evaluation survey would be pro-
vided.
We would furnish 25 copies of the report and would complete
it within sax months following authorization to proceed.
RESPONSIBILITIES OF THE CITY OF BANGOR
It would be the responsibility of the City of Bangor to
accomplish thefollowing at no cost to us:
1. Provide all available information pertinent to the analysis.
2. Provide access to and make all provisions for us to enter
upon public and private lands as required for us to perform
the work under this proposal.
3. Provide labor to assist in field inspection and gaging work
in the sewer system.
COMPENSATION
Our fee for the services provided under this proposal would
be on a time -charge plus expense basis, payable monthly as charges
accrue and would be the sum of the following:
1. Salary cost times a multiplier of 2.25.
2. A laboratory surcharge of $4.00 for each man-hour of
laboratory time chargeable to the project.
3. Nensalary expenses at cost.
Salary cost is defined as salary and wages paid to personnel
for time chargeable to the project plus a percentage covering:
allowances for sick leave, vacation and holiday pay; taxes and
insurance premiums based upon payroll; and medical and retirement
benefits.
Nonsalary expenses include such typical expenses as cost
of: transportation and subsistence; long-distance telephone and
telegraph; printing and reproduction; computer time and programming
costs; identifiable supplies; and charges by reviewing authorities.

It is suggested that you budget $12,000 for our services
under this proposal. This figure would not be exceeded without
your prior approval.
