Ca ci men CITY OF BANGOR, MAINE Engineering Department TO THE MUNICIPAL OFFICERS: September 12, 1973 Reference is made to a previous petition received from the resi- dents of Bellevue Avenue north of Garland Street requesting that -a study be done to determine the cost of constructing that por- tion of Bellevue Avenue to standards necessary to permit acceptance of the street as a public way. Surveys, plans, and cost extimates have been completed, and the following report is submitted: The existing roadway is an unaccepted street extending approximately 500 feet north from Garland Street. The City performs no main- tenance of the street, but has plowed the street for two winters pending the development of an acceptable plan of reconstruction. Since the existing roadway has insufficient base material, it would be required that it be completely reconstructed, adjusting the existing grade so as to eliminate low areas which exist at various points on each side of the present roadway. The new roadway would be constructed to a width of 20 feet for a distance of 464 feet north from the center line of Garland Street, within the existing 60 foot wide right-of-way. It is further proposed that. an 80 foot diameter paved cul-de-sac be constructed at the northerly end, centered within a circular right-of-way having a diameter of 100 feet, as required by the Subdivision ordinance. The total estimated cost of the roadway construction is $7,430, of which 1/3 or $2,476 may be assessed against the abutting prop- erty owners. Schiro 226' 669 x* $2,476 Mrs. Coney and Mr. Schiro were in favor on the condition that the turnaround would not be constructed at the end, since they felt that it would take too much of their property. Mr. Schiro was advised that the eight -of -way would be required from him at a price of $235, and the acquisition from Coney would be $240. in spite of this, both parties were opposed to the construction of a turnaround. September 12, 1973 Page 2 The purpose of the turnaround is to permit reasonably convenient maneuvering by trucks, especially plows in the winter. To con- struct the roadway without a turnaround would be in variance with Our Ordinances, and would slow down the plowing operation. It is recommended that the street be reconstructed to acceptable standards without the turnaround; however, the property ow should be advised that the turnaround will be constructed ir if and when it is considered necessary to permit more efficient main- tenance.
