HomeMy WebLinkAbout1973-09-10 246 AA ORDINANCEe 246 AA ^ InHoduced by Councilor Brountas, SeptemMr 10, 1973 CITY OF BANGOR (TITLE.)@ryUta=,Amemrnq; Chapter 11, Article., lR Civil Defense Department, Be it ordained by the City consent of the GYP of Reagan, as foliage: — THAT the existing provisions of Article 18 of Chapter I1 of the Ordinances of the City of Bangor are hereby repealed and replaced with the following: Sec. 1 Civil Defense Department Created. In accordance with Article V, Section 2 (a) of the City Charter and Title 37-A, MAINE REVISM STATDTES of 1964, Sections 51 to 71, as amended, there is hereby established a Civil Defense Department. Sec. 2 Functions of the Civil Defense Department. It shall be the function of this department: 2.1 Protect Lives and Property. To establish and maintain an organisation capable of protecting the lives and property in the City of Bangor in case of any type of emergency whether civil or military. 2.2 Training. To carry out training programs for the emergency organization required to protect life and property. 2.3 Maintain Records. To maintain all necessary r ords pertaining to Civil Defense programs. 2.4 other Functions. To perform all other related functions as required. Sec. 3 Civil Defense Coordinator. There is hereby authorized and established the position of Civil Defense Coordinator. The Civil Defense Coordinator shall supervise the entire operation of the Civil Defense Department. The Civil Defense Coordinator shall be appointed by the City Manger on the basis of merit and fitness alone. 3.1 Monthly Report to City Manager. The Civil Defense Coordinator shall make a report to the City besmear, before the first Council meeting of each month, as t0 the business Of his office during the preceding month. 3.2 Other Duties. To perform such other duties as may be prescribed by the City Council, the Laws of the State, and any other ordinance of the City. STATEMM OF PACT: The purpose Of this ordinance is to implement recently recommended changes in the City's Civil Defense Department.
