BANGOR - PUBLIC PROCBEDINCS Be it ordained by the City Conwell of the City ofBawyor, As follows. — THAT Chapter I of the ordinances of the City of Bangor be amended by the addition of Article 8 as follows: Article 8 - Public Proceedings Sea. 1 Declaration of Policy. The City Council finds and declares that public proceedings exist to aid in the conduct of the people's [ bus It is the intent and policy of the City Council that allproceedings, except an provided herein, of any administrative r legislative agency or body of the City of Bangor be open to the public at all times and that the deliberations of such body or agency be conducted openly. Sec. 2 Public Proceedings. For purposes of this ordinance the term "public proceedings" shall mean the transactions of any functions affecting any o all citizens of the City of Bangor by any administrative or legislative body of the City of Bangor, with which function it is charged under any ordinance, statute, o under any rule or regulation of such administrative or legisla- tive body on agency. Sec. 3 Open MeetloKa. All public proceedings shall be open to the public, and all personsshell be permitted [ attend any meetings of these bodies r agencies, and any minutes of such proceedings as are required by law shall be promptly recorded and open to y4blic inspection, except as otherwise specifically provided by ordinance or statute. Sec. 4 Executive Sessions. Nothing in this ordinance shall be construed s preventing or prohibiting any body a agency of the City of Bangor from holding executive sessions; provided that such sessions shell not be used to defeat the purpos of this ordinance Or the policies declared therein; and provided further, that such sessions may only be called by a majority vote of the members of such bodies or agencies after public pronouncement of the reason for calling such sessions, and only for one or more of the following leas The resolution of personnel matters directly affecting a employee or other member of the city government; or Sec. 4 2.
