Reference is made to a petition received from Mr. Clifford I.
Worcester of 337 Forest Avenue requesting that the Forest Avenue
sewer be extended to serve his property, which is presently being
served by a malfunctioning septic tank. A copy of the petition
is attached.
Surveys, plane and cost estimates have been completed, which would
provide for the installation of 150 feet of B" class 2400 asbestos
cement pipe and one manhole. The total estimated cost of the
sewer installation is $1500, of which 75%. or $1125 may be assessed
against the properties benefited. In this instance, it is recommended
that the a ent be limited to 50%, provided that the owners of
those properties that benefit agree to pay the assessment immediately
upon completion of the sewer installation and that if deferred is
s
requested the assessment levied at the rate of 75%. There are two
properties which would benefit equally, that owned by Mr. Worcester,
and property owned by Harry E. Hill Of 58 Milford street. Both
parties have indicated that they are in favor of the sewer installa-
tion, and that they agreed to pay up to 50% of the assessment upon
completion of the sewer installation.
The recommended assessment would, therefore, be 50% of the total
cost, or $750, with $375 to be assessed against each property.
Since the malfunctioning septic system is presently causing a health
hazard, it is recommended that the s installation be started
immediately. A plan showing the proposedsewer installation is on
file in this office.
