Me question of directional signs is
very difficult one to slower
and any answer will not satisfy all c concerned. We havesnclosed tas
alternatives for consideration. The first is a proposal which would
permit such Signe and set up procedures and standards for implemen-
tation by the Planning Heard and City Council. The second alternative
is basically a proposal to prohibit such signs.
The Problem is Chet a few signs appear to be ineffective and to do an
adequate job result in a fairly large number of Cigna because of the
need to adequately cover those intersections where signs are Put up --
even for a relatively few activities.
Also a appendix are three activity and locational proposals for
alternative A, which ran from a fairly large number of signs, covering
all directions at the signed interaectione--to a very limited approach
with only a few eigns and an attempt to cover all directions or all
potential activities
One thought must be born in mind that approval will be considered highly
arbitrary and will probably not satisfy anyone—either those opposed to
signs, or those requesting specific purpose signs. More does not appear
to be an easy middle ground.
Another consideration which most be taken is the question of cost, rinds
signs like those a istinr ones for Downtown, casri coat in the vicinity of
twenty-five to thirty dollars each, directing on materials. Poles for
erection would also be a consideration.
These proposals are presented to show possible alternatives and generate
constructive discussion of ideas and attitudes of the widely divergent
opinions and possibly an approach we haven't thought of.

DIUCTIONAL IMM) SIGNS.
1. Pursoee
To facilitate the orderly, efficient and safe flow of traffic Within the

direction, or for important destinations in the moat simple direct manner
possible.
Directional (guide) signs within the public rights-of-way for individual
rcial, industrial, airport or institutional activities may be established
at selected locations when such signs ere designed m and clearly ser e,
public service and are not simply a promotional device.
Privately owned directional signs shall not be permitted within the public
rights-of-way, and shall be considered a public nuisance.
2. Procedure
Establishment and location of directional signs shall be approved by the
Planning Hoard, who x111 then recommend such signing to the City Council
for final action.
The planning Hoard may initiate a sign proposal or may, act upon a request
submitted by any individual, firm, corporation or government.
The Planning Board shall seek the advice and recommendations of those
departments and agencies involved with planning and safety.
Me City Council may, at arty time, authorize the removal of any or all
directional signs if it determines that the need an longer exists, or that
it is in the public interest to remove each signs.
3. standards
A. When reviewing activities or facilities for eligibility or need the

(1) determine that the proposed activity truly demmertratea

(2)a the regional economic and/or service significance of
thm activity.
(3) consider ease of accessibility to, and familiarity With, the
activity by its users.
(4) activities shall generally not be identified on a specific n e
basis, but as general area locations, such as; downtown or central
business district, shopping area , airport, auditorium.
(5) If more than one activity of the same type exists in the same
general locale, only one sign shell be used.

B. In determining placement, the Board sbalI locate the sign as close to the
activity as possible so as to reduce sign proliferation throughout the
City. In so doing the sign shell be located where:
(1) Normal driving on a mayor road carries the motorist to a point
which causesconfusion and indeciefon in attempting to reach
the activity, and
(2) Any further travel x411 carry the motorist pest the most logical
turning point required to reach the activity, and
(3) Only one or two additional turns or intersections will be
encountered prior to meeting the activity.
(4) No more than four signs will face in the same direction at one
location.
C. In determining the design of directional signs, the Board shell consider:
(1) Because of the greet variable In legend and symbolism, there
cannot be a fixed standard size. However, flare should he as
much uniformity as possible in sign and letter sive for both
legend and symbol signs. Sign panels shall be large enough to
accomodate the required legend without crowding. legend on
Vida signs meet be reduced to a minimum, and should not exceed
three lines of principle legend.
(2) where two or more signs are placed together, extra effort should
be made to reduce and simplify the amount of legend.
(3) legend signs should be 6-1011 in height, and 18-24u in width, with
lettere size a minimum of 4 Inches. lettering 8 inches or under
should be in upper came.
(4) when conditions of traffic or congestion indicate a need for
greater legibility, the minimum sizes should be exceeded.
(5) Sign layouts showing interline, edge spacing, color and other
details should conform to the standards outlined in the Manual
on Uviform Traffic Control Device.
D. Guide signs for directional assistance as well as general travel inform-
mation such as parking location, etc. shell conform in style, size, symbols
and color, to the Uniform Traffic Control Device standards of the Dept.
of Transportation.
E. Direetiorm (guide) signs shall not be approved at locations Were they
conflict with or in any way interfere with the motorists vision of traffic
control signs or signals.
ALT ATIVE B
Because the erection of von -traffic directional signs within the public
right-of-way:
econflicts with required traffic and highwev signs or
signals and therefore causes or may capes considerable
motorist vonfosion and threaten traffic safety; and
b. tends to be arbitrary in selection of activities, type
and location of signs; and
c. sets a precedent for greater proliferation; and
d. there i way

therefore, allowance of such directional signs is clearly not in the
beat interests of the public. It is, therefore, recommended that
each directional signs within the right-of-way be prohibited.
Appendix A, Mich is attached, is related to Alternative A and includes
the following:
A. priority list for eligible activities. MIS breaks net
potential eligible activities into five levels.
B. priority List of locations for each eligible activity.
Only priority levels one tO three are listed.
C. location of directional signs. Three proposals are given
for signing of eligible activities throughout the city.
