In accordance with Article V, Section 2(a) of the City Charter, the Drug Abuse Assessment Committee is hereby authorized and established. 6.1 Functions. Said Committee shall perform the following functions In the City of Bangor; 6.1.1 To monitor drug abuse problems in the Bangor area as they my exist from time to time, taking into consideration the following: (a) chargee in pattern of drug abuse (b) trends In types and forme of drugs abused (c) access of distribution of illicit drugs (d). changes in age groups, a occupation, and other factors relatedtohose mfa- using drugs (e) acquisition and evaluation of educational and legislative data being planned or r offered which are intended to effect the misuse of drugs in the area (f) all other factors and trends, state and ' nationally, which may affect drug abuse in the area ^ 7 6.1.2 To report to riting to the City Council, the ` Committee's findings and recommendations o �. quarterly basis with additional reports to be J _ prepared as may be required by the Council or the City Manager. M, r 6.1.3 To prepare or spons or programs intended to provide for the reduction or elimination of drug abuse in the Bangor area; provided, that such programs are not available through other public or private agencies o organizatio. Drug abuse programs will not ns be a primary function of said Committee. 6.1.4 To file with the Chairman of the City Council and the City Manager an annual report of its activities, summarizing its assessments of conditions be the Bangor area relative to drug abuse, and making such rec commendations as 1t may deem necessary. 6.2 Composition. Said Committee Shall consist of five (5) members appointed by the City Council for term of three (3) years, until their successors have been appointed; provided, however, that in the first instance o (2) members shell beappointed for a term of one (1) year, two (2) for a term of two (2) years, and one for a term of three (3) years. Members of said Committee shall be selected on the basis of their personal or professional expertise or experiencerelated to drug abuse problems When making appointments, the Council shall seek, but not be limited to, persons in the following professions: (a) law enforcement (b) medical profession (c) legal profession (d) youth c selling u (e) commnfry health In the event of any vacancy onsaid Committee, the Council shall appoint a member to serve for the remaining portion. At its first regular meeting, the Committee shall $elect it om its membership a Chairman who shall e [ e for a term of one (1) year and a Clerk who shall s a for of one (1) year, untiltheir successors are elected. term Chairman shall preside o all meetings of the Committee, and in his absence, the membership shall select a chairman or, tem. A majoritv of the membership shall na titute a quorum. The Committee shall met on a monthly basis t n the first Monday of each month, and a other t amay be called by the Chairman.
