THAT the attached report of the City Engineer relative to
the extension of the Arctic Brook Sewer in a northerly direction
from its present terminus at Grandview Avenue for a distance of
approximately 2,180 feet to Essex Street be and hereby is accepted
and be it further
ORDERED, that, the sum of $45,000 be transferred from the Sewer
Fund to cover the coat of construction.

TO THE RUNICIPAL OFFICERS: October 4, 1973
Pursuant to City Council Order 239 -AA passed September 10, 1973,
directing the City Engineer toprepare plans and cost estimates
for the extension of the Arctic Brook Sewer in a northerly dir-
ection from Grandview Avenue, the following report is submitted:
The proposed sewer
extension would consist of1450 feet of 14"
asbestos cement pipe extending north from the terminus of the
existing sewer on Grandview Avenue, and 790 feet of 10" pipe
extending northeast from the terminus of the 14" pipe to Essex
Street. The sewer would be classed a collector sewer", in
conformance with the City's Comprehensive Plan, and recommended
in a report prepared by the names. W. Sewall Co. of Old Town,
dated Narch 1967, entitled "701 Planning Report on City Of Bangor
Sewerage Requirements". It is designed to be extended to serve
the Burleigh Road-Bomarc Area and also to serve the Essex Street
area. The present sewer Would ¢ons land Owned by Susan Paul and
CPR Associates, Inc.
The total estimated cost of the a installation, including
the acquisition of a sewer easement, is $45,000. Normally, trunk
sewers or collector sewers are not assessable,
sable, since they are in-
tended to serve large land areas by theinstallation of future
lateral sewers. In this instance, however, there is presently no
developmentexisting which would use the sewer immediately, and
thus the revenues from sewer user fees would be pegligable. Since
the sewer extension has been requested by Nr. Thomas T. Walsh to
provide
e
service to a mobile home park which he is planning to de-
velope onthe ceast side of Essex Street, it is recommended that the
sewer be installed only under the following conditions:
1. The total cost of the sewer would be paid entirely by Nx. Walsh.
2. Nr. Walsh would post a bond guaranteeing payment of the con-
struction cost upon completion of the sewer installation.
3. Nr. Walsh would be reimbursed annually in the amount of eight
times the a r fee revenues received a s result of the
sewer installation, until NrnWalsh has received full reimburse-
ment of the amount which he prefunded.
Mr. Walsh has indicated his approval of this proposal by affixing
his signature to a letter outlining the above conditions.
A study was also made of the possibility of extending sewer service
to Mr. Walsh's mobile home park by way of Grandview Avenue and
Essex Street. mhis would require the installation of a pump adjacent
to Mr. Walsh's land and a force main extending south on Esses Street
to Grandview Avenue. Since the Essex Street sewer would be under
pressure, it would not be available for other persons to u
Also, the cost of the installation would be ins of $75,000,
and would not be considered beneficial to theCity.
Since the sewer nstallation conforms to the Comprehensive Plan and
would open up considerable area for development, it is recommended
that the sewer be built. A plan of the sewer installation is
attached.
