MN Ing� 9ooduced and filed by /SS ,e councilman yectuary 7, 1974 1b the Honorable Chairman and Members Bangor City Council Gentlemen: In response to Council Order 57 AB, the Public Safety Committee held a public meeting at the Fairmount School on the evening of January 29, 1974. Approximately 125 persons attended. A petition, containing the signatures of more than 460 persons, and asking that the City Council "...keep the status of Webster Avenue unchanged: closed at the interconnection with perry Road" was received by the Committee. Opinions r n favor of opening the intersection to through traffic wex- pressed - pressedby four individuals. Generally, they cited travel time and feel savings potential for persons living on the west side who One employed i the Perry Road Industrial Park area. They suggested that "passenger traffic only" status could be declared for the intersection. It Was their opinion that a relatively Small number of people would need to use the intersection. Opin opposition to opening the intersection w expressed by eight individuals. Generally, they cited the possibility ofi eased vehicular s traffic, the residential character of the neighborhood, and the physical limitations of the Webster Avenue roadway as reasons for their opposition. John Frawley, Director of Public Services and City Engineer, told the Committee that, according to the street classification system maintained by his department, p_res_ traffic Cn Webster Avenue camera the actual present physical capability of most of the street. He estimated that Webster Avenue could be improved to through street specifications at ac ost of apprarorately He $50,000. also indicated that a substantial number ofd ornamental shae trees wouldnecessarily be removed in that event. As a result of its inquiry, the committee is unanimously of the opinion that, although the convenience of s individuals would definitely be served by opening the intersection, those advantages would be substantially outweighed by several inherent disadvantages: 1. 1'ne technical inadequacy of the present Webster Avenue roadway to accomMate present traffic demands. 2. The unknown factor of increased traffic load should the inter- section be opened. -2- 3. the location of the Municipal Golf Courser 'which necessitates considerable pedestrian activity. 4. The totally residential/recreational nature of the neighborhood served by Webster Avenue. S. The historical inefficacy experienced by the City of attempting to limit truck traffic. The Committee therefore respectfully recommends that the intersection of Perry road and Webster Avenue remain closed to all automotive traffic. plil in. es s.
