In accordance with City Council Order No. 178 -AA, passed June 25,
1973, a sewer extension was made to serve property on the east side of
Hammond Street in the vicinity of Mildred Avenue. The installation con-
sisted of 405 feet of 8" Class 2400 asbestos cement pipe and two manholes.
The sewer started at the existing sewer from Silver Road located approx-
imately 300 feet west of Hammond Street, extended in an easterly direction
along Mildred Avenue to Hammond Street to serve property at 847 and 849
Hammond Street.
The final cost of the sewer installation was $3,345. The properties
served included 18,700 square feet owned by Mr. Frank Murray and 126,400
square feet of land owned by the University of Maine, being a portion of
the South Campus. Mr. Murray has agreed to pay his share of the assessment
immediately, and the University of Maine has requested that their portion
of the assessment be deferred until the property is developed and entry into
the sewer is required. Consequently, Mr. Murray's proportionate share of
of the assessment would be computed on the basis of 50% assessment, and the
University of Maine assessment would be computed on the basis of 75%
assessment, as follows:

the sewer is required. Consequently, Mr. Murray's proportionate share of
of the assessment would be computed on the basis of 50% assessment, and the
University of Maine assessment would be computed on the basis of 75%
assessment, as follows:
Land owned by Frank Murray 18,700 sq. ft. = 12,89% - Benefit to Frank Murray
Total area benefited 145,100 Land
Assessment Against Murray Property: $3,345 x 50% x 12.89% = $215.60
Assessment Against the University
of Maine to be Deferred: $3,345 x 75% x 87.11% = $2,185.37 - to be
deferred against
the University of
Maine
The total assessment would, therefore, be $2,400.97. A plan
of the sewer installation is on file in the office of the City Engineer.
it is recommended that the sewer assessments be levied and deferred as
noted above.
