CITY OF BANGOR
(TITLE,) (jpnIgr Establishing a.. coat Effectiveness Advisory
Committee

ORDERED,
THAT
WHEREAS, the City Council is responsible for the
final disposition of the non -education general fund
budget for the City of Bangor;
WHEREAS, the 1974 budget proposes expenditures of
$9,019,718, an increase of $3,434,724 or 61.5 percent
since L971;
WHEREAS, non -property tax revenue has increased
since 1971 from $3,610,105 to a expected totalo£
$6,601,367 in 1974 - an 83 percent increase;
WHEREAS, the passage of state and federal revenue
sharing programs produced an expectation of property
tax relief;
WHEREAS, property taxes paid in Bangor have,
nevertheless, continued to i with the 1974
budget proposing to collect $1743,,364 more from
Bangor taxpayers than in 1971;
WHEREAS, despite an increase of over $7 million
w taxable valuation, the 1974 budget proposes an

increase in the property tax rate which
will produce a additional $1,117,050 compared with
last year - an increase of 13.8 percent;
NOW, THEREFORE, by the City Council of the City
of Bangor, be it ORDERED
. THAT there is established a Cost Effectiveness
Advisory Committee, to be composed of five members
appointed by the Mayor from the Bangor business
community; and
THAT such Committee is authorized and directed to
institute a thorough, systematic analysis c£ all elements
of the non -education, general fund budget for the purpose
of recommending to the City Coungil areas
of cost saving

or improved management which will resultin the most
effective use of tax dollars; and
THAT such Committee cooperate closely with the
Finance Committee of the City Council, provide the
Council with bi-monthly interim reports and with a
final comprehensive report by January 2, 1975; and
THAT the Council appropriate a reasonable sum of
money to assure adequate staff and clerical support for
the Committee.
