MAINE CITY OF HANNON, MAINE Engineering Department TO THE MUNICIPAL OFFICERS: April 4, 1974 Reference ismade to City Council Order No. 119-E passed March 27, 1972, which authorized the construction of Hempstead Avenue and a portion of Saratoga Avenue. The construction of said streets has been completed, and included the following work: Saratoga Avenue has been constructed for a distance of 406 feet north from Mt. Hope Avenue to the beginning of Hempstead Avenue, and Hempstead Avenue has been constructed in a northeasterly direction for a distance of 1,370 feet to Mt. Hope Avenue. Each street has a 30 foot wide travel way, consisting of a surface treatment on a 6 inch gravel base and a 15 inch gravel subbase. A 6 foot sidewalk has been provided on the east side of Saratoga Avenue and the south side of Hempstead Avenue. An existing storm sewer which was constructed approximately 15 years ago has been rehabilitated, including the repair of broken pipe, the cleaning of the lines, and the reconstruction of certain catch basins and manholes. Also, three new catch basins were added to the storm sewer system. In addition, the manholes on an existing sanitary sewer line were adjusted to the new roadway grade. The total actual cost of the roadway construction is as follows: TOTAL COST 'CITY SHARE PRIVATE SHARE Streets, Sidewalks and Esplanades $33,733.80 $12,390.00 $21,343.80 storm Sewer System Modifications 12,429.00 7,767.00 4,662.00 Sanitary Sewer Adjustments 1,200.00 1,200.00 -0- TOTAL: $47,362.80 $21,357.00 $26,005.80 The City's share of the street construction was computed at $6.75 per foot of roadway, as allowed by Chapter XII, Article 12, Section 1.6.1 of the Laws and Ordinances 0£ the City of Bangor. The storm sewer modifications were partially necessary due to a revised alignment of the roadway, which is different from that originally proposed in 1958, and some of the modifications were necessary to upgrade the system. it is felt that on this basis that the assessment should be applied to only 50% of the storm sewer work, or $6,215. Since it was agreed in the original Council Order that the storm sewer would be 75% assessable, then the total assessment would be $4,662. The work an the existing sanitary sewer consisted of adjusting 8 manholes to the new road grade. The manholes were originally set to the grade recommended in 1958, but required adjustment to the w roadway grade. Consequently, it is felt that the manhole adjust- ment should be a City coat, and should not be assessed. Fineson, and the property owned by the Bangor Realty Trust, the assessments on all of the other lots listed are to be paid by Ernest A. Caliendo, the original petitioner for the construction of the streets. In accordance with the provisions of Council Order 119-Z, the assessments against each lot are to be levied when the lots are sold, but the assessment against all lots must be paid no later than 3 years after the completion of the work. It is recommended that the date of the passage of the Council order accepting this report be considered as the date of completion of the work. Mr. Caliendo has expressed a desire to pay off the out- standing assessments at the rate of $1,200 as each lot is sold, until the total outstanding assessment is paid. With regard to lot No. 84, which isowned by Maurice J. Fineson, it is recommended that the assessment be deferred until such time a the lot is sold, or is developed so as to require s to Hempstead Avenue. It is further recommended that the assessments against the property owned by Bangor Realty Trust located on the northeast side Of Hempstead Avenue, which is occupied by the Bangor Convalescent Center, be deferred until such time as driveway or walkway access to Hempstead Avenue is required, and it is £urhher recommended that the assessment against Lot No. 76 located on the south side of HempsteadAvenue be deferred until such time as the lot is sold or is developed so as to require driveway or walkway access to Hempstead Avenue. A plan showing the lots and frontages to be assessed is attached, and the plans showing the construction of the roadway are on file in the office of the City Engineer.
