NREREAS, the City war aid operates an airport cc®only known as Bangor
International Airport: and
NBNNS&S, Runway 15-33 at said Airport is in need of "runway grooving": and
winwhaS, the estimated coat of said project is $320,0005 and
NHBRINS, it has been proposed that the Federal Aviation Agency, the City,
the National board Bureau and the State Department of Transportation participate
In the cost of said project,
NOW, THEREFORE. By the City Council of the City of Bangor:
ORDERED, THAT the City Manager is hereby authorized to execute and
deliver
a"Joint participation Agxe for said project, a copy of which i
attached hereto and made a part hereof, an authorized representative of the
National Guard Bureau.
STATEMENT OF FACT: 75% of the cost of the proposed project is to be paid by
mans
of a grant through FAA. The National hoard Bureau and the State Department
OfTransportation shall participate in the local share of 25%.

SUBJECT: Joint Participation Agreement
for Runway Grooving
Attached are three copies of a Joint Participation Agreement between
the National Guard Bureau and the City of Bangor. Thin agreement represents
an ant not to exceed $50,000 or 12h8 of the cast of this project, whichever
is less.
I would appreciate it if you and Bob Miller would sign these agreements
today as Col. Pease would like them returned to him as soon as possible.

1. Maximum National Guard Bureau participation for this project
s $50,000 or 12.5 percent of construction costs. The attached
agreement returned for accomplishment in accordance with the
fallowing c ents.
National Guard Bureau participation most be changed to
read s'amount not to reed $50,000 or 12.5 percent,
which ever is less, including contingency funds ...
b. National Guard Bureau's share is to be limited to
construction casts only. (Change protect Costs to read
construction costs on first page of the agreement).

Bid opening should be established in mid June 1974
witha inimmm 30 day acceptance period to permit funding in
either By 74 or By 75.
2. Revised Joint Participation Agreement should be submitted
to NGB at the earlist possible date. The agreement should be
signed by all parties conterned when submitted. DD Form 1391,
DD Form 139Ic and NNE Tom must also be submitted.
