MANE CITY OF BANGOR, MAINE Engineering Department TO THE MUNICIPAL OFFICERS: August 7, 1974 Pursuant to City Council Order No. 234 AA passed August 27, 1973, directing the City Engineer to make a cost study for the extension of sewer service on Ohio Street beyond Westland Avenue, the following report is submitted: The original petition requested an 1,100 foot extension of the sewer to serve property owned by the Cote Construction Co. Since that time, an additional request has been received from Sheldon Hartstone to con- sider the further axtension of the sewer to serve his property, located approximately 900 feet further to the west. The proposed sewer installation would consist of approximately 2,000 feet of 8" pipe and seven (7) manholes. The total estimated cost of the sewer installation is $44,000, of which 50%, or $22,000 would be paid by the City, and the remaining 50% would be assessed against the properties benefited. A letter was sent to each owner of property which would benefit by the sewer installation, informing them that they would be assessed at the rate of 50% if they were willing to pay upon completion of the sewer installation, or at the rate of 75% if they wish to have their a - ment deferred until they required entry into the sewer. If it is decided to construct the sewer, then those persons opposed will be given an opportunity to again choose between the SOX assessment or the 75% deferred assessment. Ledge probings which were taken along the line of the proposed sewer indicated a considerable amount of ledge, but deep enough to permit the construction of the Sewer line at a reasonable depth, sufficient to serve at least the frontage along the north, or lower side of the road. Consideration was given to installing the sewer at a deeper depth, but the large increase in the quantity of ledge would make such an installation economically unfeasible, both to the City and to the adjacent property owners. It is felt that the rear property on the north side of Ohio Street could best be served by a future lateral extension from the proposed Xenduskeag stream Inter- ceptor Sewer Extension. It is recommended that the sr be constructed, and that the assessments be levied or deferred as noted above.
