Inaccordance with Title 30, Maine Revised Statutes of 1964, Section 385L,a mended, there Is hereby established a Conservation Commission forthe City of Bangor, which shall consist of the five (5) members of the City Planning Board. Sec. 2 Befinlcione. Pox the purpose of this Article, the following terms phrases, words and derivations, shall have the meaning given herein unless the context in which they are used clearly requires e different meaning: 2.1 Open Areas. Sec. 3 Qualifications and Term. The CooservaCion Commission hereby established shall consist of five (5) conservative ammissioners, who shall be the five (5) members of the City planning Board appointed by the City Council in accordance with Chapter I1. The tern to be served by each ccommissioner shall coincide with his term as amember of the City Planning Board. Should such commissioner aa cease to se member of Cie City Planning Board, he shall also cease to serve as a conservation commissioner, with the person appointed to his place tothePlanning Board also serving in his place as a conservation -commissioner. Sec. 4 Chairman. The Conservation Commission shall annually select me of its commissioners as chairman, who shall call and preside over all activities and meetings of, and hearings before, the Conservation Commission. Sec. 5 Quorum. The Conservation Commission shall net be legally Constituted nor competent t transact business unless a qua of its commissioners e pre and voting. A quorum shall consist of all five (5) tae innexnenc Sec. 6 Powers and Duties. The Conservation Commission shall conduct research into the local land areas and shall seek to oordinate the activit its Of the conservation bodies organteed for similar purposes and my advertise, prepare,, print and distribute books, maps, cMtts, plane and pamphlets which to its Judgment it deems necessary. It shall keep an Index of all open areas, publicly or privately Owned within the City of Bangor,including open marsh Lands, swamps and other wet lands, for the purpose of obtaining information pettinent to proper utilisation, pro- tection,'.develomment and use of such openamy y r end to the City Council of the City of Bangor, Or anybody politic or public agency of the State of Maine, a program for the better utilization, protection, development Or use Of such areas, which may include the acquisition of conservation ea menta. Any body politic or public agency of the State of Main conducting planning operations with respect to open within the Citof Bangor shall notify the Conservation Commission Of all plans and planning operations at least thirty (30) days prior to the implementation of any action thereunder. The Conservation Commission may acquire land Ln the name of the City of Bangor for any of the purposest forth in this section, with the appxwal of the City Council. The Conservation Commission may receive gifts in the sams of the City of Bangor for any of its purposes and shall administerthe same for such purposes, subject to the teams of the gift. The Conservation Commission shall keep records of its activities, meetings and hearings, and shall makennual report to be published as part of the annual municipal report. a
