MrYU M, Creation of Community Development Department Be otdaitud by the City CoanamI of the City ofl3anyor, aw foYowe: THAT Chapter II of the Ordinances of the City of Bangor be amended by adding Article 12 for purposes of providing the Department of Community Development in the City of anchor administrative structure, as follows: Sec. 1 Department of Community Development Createc. In accordance with Article V, Section 2 (a) of the City Charter, there is hereby established the Department of Community Development. Sec. 2 Functions of the Department of Community Development. It shall be the primary function of this Department to assist In the development of the City of Danger, including the development of decent housing, suitable living environments and the expansion of economic 'opportunities, principally for pews has of Low and moderate income living In the City. Consistent with this primary objective, the activities of the Department shall be directed toward the following specific objectives: 2.1 Elimination of Sloan. The elimination of sLms and blight and the,preventlon of blighting influences and the deterioration of property in neighborhood and community facilities of importance to the welfare of the community, and principally of importance to persons of Low and moderate income living in the City. _ 2.2 Elimination of Detrimental Conditions. The elimination of cond ftfona which are dart imantai to health, safety, and public we Lfare, through code enforcement, demolition, interim rehabilitation assistance, and related activities. 2.3 Conservation of Decent Housing. The cow ervation and expansion of the City's haus ing Inventory in order to provide a decent home and a suitable living; environment for all pets , but principally those of low and moderate income. 2.4 Expansion of Community Services. The expansion and improvement of the quantity and quality of community e w , principally far persons of 1and moderate which a essential for sound community development in the City o[e Bangor. 2.5 Better Utilization of Land and Resources. A more rational utilization of land and other natural resources in the better arrangement of residential, cormarcial, industrial, recreational and other needed activity centers. 2.6 Reduction of Isolated Income Creeps. The reduction of isolated inc cme groups within the community aid the geographical area a the promotion of an increase in the diversity and vitality of theCity's neighborhoods through spatial deconcentration of housing opportunities for persons of lower income and the reorganization cation of deteriorating neighborhoods to attract persons of higher car ease. 2.7 Restoration of Special Properties. The restoration and preservation of properties of special value for historic, architectural or aesthetic reas one. 2.8 Other Functions. The performance of all other related functions as may be required by the City Council and/or the Housing S Community Pmvelopment pct of L974, Public Law 93-383, as may be amended. Sec. 3 Inter -Department Coordination. The Department of Community Hevelopment shall coordinate and supervise all activities of the City's departments and agencies, including the Urban Renewal Authority, for purposesof performing the functions and objectives described in Section 2 herein. Sec. 4 Coordinator of Community Development. There is hereby authorised and established the position of Coordinator of Community Development. The Coordinator of Community Development shall supervise the entire operation of the Department of COMMMunity Development and shall exercise all the powers and perform all the duties conferred o and imposed by Law cn the City of Bangor for purposes of its community development program. This position shall be included In the Pers onneL Classification Compensation Plan for the City of Bangor. The Coordinator of Community Developer of shall be appointed by the City Manager on bases of merit and fitness alone, subject to confirmation by the City Council. 4.1 Monthly Report to City Manager. The Coordinator of Community Development aha1L make a report to the City Manager, before the first Council meeting of each month, as to the business of his office during the preceding month. 4.2 Other Duties.
