And that the said City Engineer met at the time and place of meeting specified in the notice and proceeded to lay out said FDOt Street as follows] Beginning at a point on the northwesterly right-of-way line of Fourteenth Street located 200 feet northeast from the northeasterly right-of-way line of Arml Mrs Street; thence in a northwesterly direction at right angles t0 said line of Fourteenth Street for a distance of 300 feet to the southeasterly right-of-way line of Fifteenth Street; thence in a northeasterly direction along the southeasterly line of Fifteenth Street for a distance of 50 feet; thence in a southeasterly direction on a line parallel to, and 50 feet northeast from the first -described line for a distance of 500 feet to the northwesterly right-of-way line of Fourteenth Street; thence in a southwesterly direction at right angles to the last -described line for a distance of 50 feet to the point of beginning. Said right-of-way is laid out as shown on a plan entitled "Plan of Belmont Addition, Bangor, Maine, surveyed for N. P. Dodge, David S. Mean. C.E.", recorded in Penobscot Registry of Deeds in Plan Book 11, Page 23. GRADE And the City Engineer proceeded to lay out a grade for said road as follows: beginning at the northwesterly right-of-way line of Fourteenth Street at elevation 173.60; thence ascending on a grade of 0.8% for a distance of 300 feet to elevation 176.00; thence continuing to ascend along a 100 foot vertical curve having an external of 0.17 feet to ele- vation 177.46; thence continuing to ascend on a grade of 2.12% for a distance of 200 feet to the southeasterly sight -of -way line of Fifteenth Street at elevation 179.58. The above elevations refer to Bangor City Datum. There appeared at the time and place set for the meeting W. Wesley R. Sewall who lives at the intersection of Fourteenth Street and Root Street. Mr. Sewall questioned the proposed elevation of the road with relation to his property, and was advised that the road would be lower, and that all drainage within the right -o£ -way would drain away from his property into the road. No other person or persons appeared at the time and place set for the meeting. Since the right-of-way has been previously dedicated for street purposes, and since all of the abutting property has been described to the edge of the right-of-way only, no damages are recommended for the acquisition of the right-of-way. It is recommended that said street be accepted as a public way, to be named and known as Root Street. A plan showing the line and grade of the road, "entitled "Root Street Construction, Plan - Profile", Plan No. C-62 dated July 1, 1974, is on file in the office of the City Engineer Respectfully submitted, John T. Frawley City Engineer
