1. The City of Bangor through the &o rijamtprtof_(;onvoR `eve op—

the Hous4g and Community Development Act of 1974, end prior t0 the development
of community developmont program amendments to include a y reallocation of
funds and designation of new activities or locations, provide infornation
concerning the amount of foods available to the City of Bangor for proposed
oaiwaxa ty development and housing activities, the range of activities that
may be undertaken, and other important program requirements, to the local
news radia, to citizen, eivic, and social service groups and agencies, and
to any resident of the City of Bangor requesting such information, in a
timely aryl responsive manner.
2. Prior to the development of applications for cacmaundity
development finds under Title I of the Housing and Community Development
Act of 1974, there shall be held a minimum of two public hearings to present
to the residents of Bangor adequate informatim concerning the amount of
funds available for proposed community development and housing activities,
the range of activities that may be undertaken, and other important program
requirements and which will enable groups and individuals with interest in
the program to express their opinions regarding community development needs,
and to support, object to or comment on proposed cavmunity development
activities. The notice of such public hearings shall be published at least
ona week, for not less than two a ive weeks immediately prior to
the data of the hearing, in a newspaperofgeneral circulation in the City
of Bangor. Such notice shall contain information concerning the mount of
funds available to the City of Bangor for proposed community development;
and housing activities, the range of activities that may be undertaken,
end other important program requirements. The local news media shall also
be given written notice of the date of the public hearings along with
similar infonnatim to that included in the published notice.
3. Fifteen persons representative of across
action of the
comnouty, including those of low and moderate income, shall be appointed
by the City Council to serve as the Community Development Advisory Committee.
The Community Development Advisory Committee shall advise and make recommend-
ations to the Coordinator of Community Development relating to the development
of applications for funds under Title I of the Housing and Community Develop-
ment Act of 1974 and relating to application amendments which involva the
reallocation of funds and designation of new activities or locations. The
Coordinator of Community Development shall provide to the Community Develop -
rant Advisory Committee adequate information concerning the amount of funds
available for proposed community development and heasing wtivities, the
range of activities that may be undertaken, and other important program
requirements and shall also beards technical and staff assistance to the
Committee babbling them to understand program requirements, to make recom-
mendations and to otherwise participate in the development of applications
and amendments. Meetings of the committee with the Coordinator of Community
Development shall be held at the discretion of the Camnittee in coordination
with the Coordinator. -'The advice and recammndatiors of the Community Devel-
opment Advisory Committee relating to proposed community development programs
and activities shall be identified and incorporated into the Coordinator's
recommendations to the City Manager and City Council.

4. A Project Area Committee shall be established by the
Coordinator of Community Development in community development project areas
where substantial displacement and relocation of families, individuals, or
businesses is anticipated. The Project Area Committee shall serve similar
functions and receive similar considerations to those of the Commnity
Development Advisory Committee, provided) however, that the Project Area
Committeets advice and recommendations to the Coordinator of Community
Development shall relate only to proposed activities in the project ar
The Project Area Committee shall consist of fifteen persons representing
a cross section of the project area, elected by the residents and owners
of property in the project area at a public meeting to be held by the
Coordinator of Community Development. All Project Area Committee members
shall be residents of the project area, except that the owners of businesses
located in the project area may be members of the Committee if they reside
outside the project area, but wlthln the City of Bangor. The Project Area
Committee leadership shall consist of a Chairman, vice -Chairman, Secretary,
and such other officers as the Project Area Committee itself may choose to
establish. The Project Area Committee All be given the opportunity to
articulate needs, express preferences about proposal activities, assist in
the selection of priorities and otherwise participate in the development of
applications for community development funds and amendments to community
development programs as they relate to the project area through meetings
held at the discretion of the Commdttes in coordination with the Coordinator
of Community Development.
5. Individual and other complaints relating to the Community
Development program or its activities should be directed to the Coordinator
of Community Development or the Community Development Advisory Committee at
City Hall, Hangor, Maine and shall be answered in a timely and responsive
6. No part of this PIAN shall be construed to restrict the
responsibility and authority of the City Council of the City of Bangor for
the development of the application for nommanity development funds under
Title I of the Housing and Community Development Act of 1974 and the exec-
ution of its coammunity development program.
