MAINE CITY OF BANGOR, MAINE Engineering Department December 5, 1974 TO ME MUNICIPAL OFFICERS: Reference is made to City Council Order No. 205-Z passed June 12, 1972, directing the City Engineer to prepare plans and cost estimates, together with a list of possible as menta for the installation of approximately 750 feet of seweron Grandview Avenue, extending east from the Arctic Brook sewer. The study was directed a a result of a petition received from the Church of Jesus Christ Latter Bay Saints who were contemplating the purchase of property at the intersection of Grandview Avenue and Essex Street. Plans and estimates were completed, and each of the property owners along Grandview Avenue were advised of the estimated assessment against their property. The project was delayed pending receipt of reply from the Church, and since they were the original petitioner, the final report could not be completed. In the meantime, however, a house was moved to the property of Albert T. Philbrick, the o of property adjacent to the lower end of the proposed sewer extension. Furthermore, the property owned by Norman 0. Robinson, located directly adjacent to the Philbrick property, a experiencing septic tank problems. These two factors necessitated the immediate installation of a portion of the sewer to serve their properties. The installation was undertaken at the direction of the City Manager, with the intentionof extending the sewer when a reply was received from the Church. The Church apparently abandoned its plans, however, so that completion of the project was unnecessary. The actual installation consisted of 180 feet of 80 asbestos cement pipe and 1 manhole, at a total cost of $3,424. Of this amount, 50%, or $1,712 may be assessed against the properties benefiting by the sewer installation, as follows: NAME Irving FRONTAGE RECOMMENDED ASSESSMENT Albert T.
