MAINE CITY OF BANGOR, MAINE Engineering Department December 5, 1974 TO THE MUNICIPAL OFFICERS: Reference is made to City Council Order No. 213 -AB passed June 24, 1974 which authorised the construction of certain improvements on Emerson Street adjacent to Main Street, together with certain improvements on Main Street. The work has been completed, including the following: Granite curbing was installed an Main Street in front of the Sherafon Inn to replace the existing deteriorated concrete curb. The existing sidewalk on MainStreet Was replaced with a new concrete sidewalk, including a new concrete entrance ramp from Main street. in addition a grass esplanade was installed adjacent to the Main Street sidewalk. Approximately 150 feet of Emerson Street was completely reconstructed extending east from Main Street, so as to raise the grade to a more suitable level. In addition, a bituminous concrete overlay was provided for a total length of 350 feet on Emerson Street from Main Street. Asphalt sidewalks and curbs were installed On the northerly side of Emerson Street, together with grass esplanades. Existing manholes and catch basins were adjusted to the new roadway grade. The total cost of the improvements was $10,860, which was nsub- stantially i cess of the original estimate of $8,400. The overruns are explained as follows: 1. The width of bituminous concrete overlay on Emerson Street was extended an additional 8 feet on the southerly side, represent- ing a total of 320 square yards of additional pavement at a total estimated cost of $800. 2. At the petitioner's request, the entrance from Main Street to the Shergffan Inn was changed from bituminous concrete rete to Portland Cement concrete, representing 64 square yards at an additional coat of $15.00 per square yard, or a total of $1,000. 3. An additional 10 square yards of concrete sidewalk was pro- vided at the intersection of Emerson Street and Main Street, at a cost of $150. A request by Mr. Walsh to delete a portion of the asphalt sidewalk on the north side of Emerson Street resulted inconsiderable regrading to control the flow of water, at an estimated additional cost of $500. In accordance with the Laws and Ordinances of the City of Bangor, one-third of the cost of such improvements may be assessed against the property benefited, in this case amounting to $3,620 against Mr. Thomas Walsh. It is recommended that the assessment be levied. A plan showing the improvements which were made is on file in the office of the City Engineer. 1Respectfully submitted, Sohn TFeawley City Engineer
