Article 6 of the Otdinancee of the City of Bangor is hereby amended by adding a new Section J, as follows: Sec. ] Off -Street Permit Parking. It is hereby declared to be a policy of the City of Bangor to provide for off-street permit parking. From time to tine the City Manager may, with approval of the City Council, take all necessary action to provide for off-street parking areae within the City for parking of motor vehicles by permit only, said permits to be issued by the City Manager under such term and conditions as may be promulgated by said City Manager and with approval of the City Council. 7.1 Off -Street Permit Parking Lots Established. off-street permit parking Lata shall be established by the City Manager, with approval of the City Council, with a description thereof to be filed with the City Clerk and made available for inspection at any reasonable hour. 7.2 Removal of Dnauthorized Vehicles. No motor vehicle shall be permitted within any off-street permit parking lot established pursuant to the provisions of this Ordinance unless a permit for ouch purposes has been issued as provided herein. In addition to the other remedies provided herein, any officer of the Bangor Police Department is hereby authorized to re and tow away, o e the removal and towing away, of any vehicle parked in violation of this Ordinance. -' Any such vehicle shall be restored to its lawful w upon payment of all cents of removal, including, but not Limited to, towing fees and service charges. 7.3 Violations. it sha1L be unlawful and is violation of this ordinance for any person to: 7.3.1 cause, allow, permit orsuffer any vehicle registered in the nameof, o Operated by snob person, to be pked within any established Off-street permit parking area within the City unless a permit for such purposes has been issued to such Person as provided herein. ).3.2r allows, permit o suffer any vehicle registered in the ranksof, or operated by such person, to be pked within any established off-street permit parking area within the City in violation of the terms and conditions of any permit issued as provided herein. 7.4 Waiver of Court Hearing for Violation. Any person accused sed of a violation of a provision of this Ordinance relating to nff-streetpermit parking nay voluntarily waive his or her right to appear and defend before any Court or Judicial tribunal the charge made against him or her for such illegal parking by paying to the municipality the sum of Three ($3.00) Dollars within five (5) days of the time (%Qc �'� alleged offense was committed. Members of the Police Department e hereby authorised to refrain from instituting prosecution for the alleged offense for a period of five (5) days from the time such alleged offense was committed. 7.5 Penalties. Any person, firm or corporation who shall violate any provision of this Ordinance shall, uponniction thereof and i addition to any other remedies provided herein, be subject to a fine of not lees than Ten ($10.00) Dollars nor more than Due Hundred ($100.00) Dollars.
