Meeting Minutes
The following City Councilors attended: Committee Chair Angela Okafor, Councilors Clare
Davitt, Rick Fournier, Susan Hawes, Gretchen Schaefer, Jonathan Sprague and Dina
Yacoubagha. Also in attendance were Airport Director Tony Caruso, Assistant Airport Director
Evan Thomas and Marketing and Business Development Manager Aimee Thibodeau.
Agenda and Discussion:
1. Application for FY 2022 Airport Improvement Plan (AIP)Entitlement Grant of$292,500
from the FAA and $16,250 from the MDOT for the DesignRunway Only—Rehabilitate RunwayOnly—Rehabilitate Runway 15-
33 Project
This Order will authorize the application submission for FY 2022 Airport Improvement Plan
(AIP) entitlement grant funds referenced above. This project, approved by the FAA, is
necessary to prepare for the runway rehabilitation project scheduled for 2023 and 2024. This
is a joint project between the Guard and the City, and the runway improvements will ensure
the continued use for military and public purposes.

2. Car Rental Services
These Orders will authorize the Interim City Manager to execute 5 year concession and lease
agreements for the rental car companies listed below. Each will have (5) 1-year extensions.
The airport receives revenue from the car rental agencies based on the lease of counter space
in the terminal, leasing of maintenance facilities,parking space rental, as well as a percentage
of gross rental revenues. The recommendation for the award of contracts is based upon
several criteria to include which companies provide the best and highest quality services for
the airport, car rental companies preferred by our market, as well as providing the best
financial return. Each company is required to pay a minimum annual guarantee (MAG), as
well as registering vehicles with the City. The City is also allowing dual branding which will
encourage additional competition in our market. All available counter space and maintenance
facilities will still be leased.

ABS Aviation—Fueling operations and maintenance audit
The airport staff is requesting Airport Committee approval to execute a contract with ABS
Aviation for a fueling operations and maintenance audit. Continuing with implementing
recommendations from the ABS performance audit of FBO operations, a key element
involves these fueling and maintenance operations. This audit will focus on training and
safety programs, inventory/storage/handling, fuel truck maintenance, current SOP's,
responsibilities between divisions, and other key areas. The estimated cost for this project is
$20,000 plus travel expenses. The airport has funds available due to savings in the employee
travel budget.

3. Airport Fuel Service Vehicles
Assistant Airport Director Evan Thomas outlined plans to modernize our fuel truck fleet.
Fuel sales are a major revenue stream for the airport. We currently have 10 vehicles; two are
recently leased vehicles with one lease that expires in March. The other 8 were
manufactured in the 90s so we are having increasing challenges finding parts.
We currently have 5 Jet A tankers, 3 hydrants and 2 Avgas trucks. We'll be putting out RFPs
for each vehicle type giving bidders three options - lease, lease-to-purchase or purchase.
4. Airport Advertising & Marketing Update
• We continued our trend of record-breaking passenger counts in November. Load factors
were high for this time of year.
• Total Operations are up 26% FYTD. Military operations are down slightly for the fiscal
year.
• Fuel sales are very strong
• Will continue to watch Canadian traffic; Ontario recently imposed tighter restrictions for
international travelers
5. Airport Updates
a. Master Plan: We are in the final stages and expect to bring the Plan to the Airport
Committee in March.
b. PFC Project: Jet Bridges 5 & 6 have been installed and are operational. The 3rd jet
bridge will be done next spring.
c. Terminal study—design & engineering phase 1: The proposed design will expand the
TSA checkpoint area, add gate space and connect the domestic and international
terminals post-security. The design has support from TSA and Customs & Border
Protection leadership at the Airport.
