Amending Chapter 165, Land Development Code, District Map by Changing the Parcel of Land at 24 Spruce
Street from Urban Residence District 1 (URD-1) to Urban Residence 2 (URD-2).
Summary
This ordinance would change a .26 acre parcel of land located at 24 Spruce Street from URD-1 to URD-2.
Currently, the building contains a single family unit with office space. URD-2 allows for units to be created on a
property.
This is a request from the owner, ET Holdings, LLC of Hermon Maine. The 2012 Comprehensive Plan did call
this lot out as URD-1, on the edge with high density residential allowances on State Street. The policy of the
City Council has been, in the last few years, stemming from the Affordable Housing Workgroup
recommendations, to create housing units where feasible.

ORDINANCE, Amending Chapter 165, Land Development Code, District Map by Changing the Parcel of Land
at 24 Spruce Street from Urban Residence 1 URD-1) to Urban Residence 2 (URD-2).
WHEREAS, the building at 24 Spruce Street is in walking distance to employment centers and goods and
services; and
WHEREAS, the property is adjacent to the State Street and Hancock Street busy corridors;
WHEREAS, the City Council has a policy to create new residential units where feasible;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor is amended as follows:
The Zoning District Map is hereby changed by changing the parcel of land at 24 Spruce Street from Urban
Residence 1 (URD-1) to Urban Residence 2 (URD-2). Said parcel contains approximately .26 acres in size and
being more particularly indicated on the map attached hereto and made a part hereof.

Please accept this memorandum as the recommendation from the Planning Board for the noted item
The Planning Board considered this item in a noticed public hearing on January 4, 2022.
The meeting was conducted in the Council Chambers at City Hall. Members in attendance were the
Chair, Ken Huhn, and Members Reece Perkins, Lisa Shaw, Don Meagher, and Ted Brush. Mike
Bazinet attended by Zoom.
The applicant, Emily Tilton, presented the application. Parking was discussed briefly.
Member Perkins made a motion, with a second from Member Brush, to recommend to the City
Council that the zone change ought to pass. The motion carried with all members in favor.
