BY Nu cup Casuil Attie city ofDo"gor. ORDERED, THAT WHEREAS,. Title II Of the Federal water Pollution Control. Act Amendment of 1972 (P. L. 92-500) requires the preparation of a facilities plan to maximize the environmental effectiveness of actions taken, and of monies spent for publicly -owned treatment works, and WHEREAS, the City of Bangor has been advised by the Eaviron- ental Protection Agency that said facilities plan was required to be initiated prior to October 1, 1975 ascondition of the waste discharge license previously granted by said Agency, NOW THEREFORE, be it ORDERED, that the City Engineer be and is hereby authorized to accept the attached proposal from Metcalf & Eddy, Inc, of Boston dated August 26, 1975 for the preparation of a plan of study .for the overall facility planning program, and be it further ORDEEM, that the City Manager apply for the necessary Federal and State funds to assist in the financing of said study, and be it further ORDERED, that the sum of $2,000.00 be, appropriated from the Reserve for Future (Sewer) Construction Fund. FINDINGS OF FACT it should be Rated that the work covered bytthis proposal is. only the initial. phase of the study, which would outline a plan of study. The overall study will be very complex, and will require the submission of additional engineering proposals before it is completed. The costs of the study are eligible for 75% Federal and 15'6 State funding, and the State Department of Environmental Protection has advised us that funds are now available for the study. Frawley City Engineer City Hall - - Bangor, Maine 04401 Dear, Mr. Frawley: In accordance with your request, we are pleased to submit our proposal for engineering services in connection with the preparation of a plan of study for the facility plan necessary to satisfy the requirements of the City's HIDES permit. - Scope of Services We propose to provide the following services: 1. Provide a map or maps showing the planning area; the SMSA; the boundaries of political 5drisdic tions; boundaries of streams,. lakes, water- . impoundments and water basins; and the service areas of existing waste treatment Systems. -2. List the responsible planning organisations and agreements or resolutions for conducting Joint planning, if any. 3. Provide the 1970 population in planning area. 4. Describe briefly why a grant for facility construction is necessary, including water quality problems and applicable effluent limitations if this information is readily available. 5. Summarise briefly the unit processes in the exist- ing system, if any, and communities and maior. Industries served. - 1 6. Indicate if the State is expected to certify that "excessive infiltration/inflow" does not exist.' 8. Provide a schedule for completion of the specific' tasks necessary to prepare the facility plan. 9. Estimate the coat for each task and the total costs for the facility plan. - 10. Participation in conferences with the State and E.P.A. as required to obtain approval of the plan of study. 11. Furnish 20 copies of the plan, of study. Responsibilities f the City of Bangor It would be the responslbilty of the City of Bangor to accomplish the following at no cost to us: 1. Provide all available information pertinent to the plan of study.. 2. Coordinate with any affected planning organizations. Time for Completion The servicesprovided under this proposal would be performed expeditiously. .Compensation Our feeforthe services provided under this proposal would be on a time -charge plus expense basis, payable monthly as charges accrue and would be thesum of the following: Salary cost times a multiplier of 2.25• Nonsalary expenses at cost. Salary cost is defined as salary and wages paid to personnel for time chargeable to the project plus a percentage covering: allowances for sick leave, vacation and holiday pay; taxes and insurance premiums based upon payroll; and medical and retirement benefits. 3 Me. Frawley August 26, 1975 Nonsalary expenses include such typical expenses as cost of: transportation and subsistence; long-distance tele- phone and telegraph; printing and reproduction; computer time andprogrammingcosts; identifiable supplies; and charges by " reviewing authorities. It is suggested that you budget $2,000 for ourservices under this proposal. This figure would not be exceeded without your approval.
