ORDERED,
THAT the attached report of the city Engineer relative to
the extension of sewer service on Valley Avenue for a distance
of approximately 1,000 feet north to the intersection of Kendus-
keag Avenue„ be and hereby is accepted; and be it further
oRnex®,
That said sewer be constructel immediately as a part of
the Kenduskeag Stream Interceptor Sewer Project; and be it
further
ORDERED,
That the assessments for said sewer be levied or deferred
as noted therein.

To the Municipal Officers:
Pursuant to City Council Order No. 232 AS passed July 22,
1974, directing the City Engineer to prepare plans and cost
estimates for the extension of sewer service on Valley Avenue
near the intersection of Henduekea(y Avenue, the following
Report is submitted: The proposed sewer installation would
consist of 1,000 feet of 8 inch pipe and 3 manholes, extending
in northerly direction along Valley Avenue from the so-called
Hueeon College Collector Sewer which was recently installed as
part of the Eenduskeag Stream Interceptor Sewer Prej act.
Theltotal estimated cost of the sewer installation is
$21;680.00, of which 50E, or $10,840.00 would be assessed
against the properties benefited, as follows:

It will be noted that a considerable portion of the frontage,
being that of Bryant, Frati and Weimar, is considered non -
assessable, since those properties are already served by portions
of the Henduakeag Stream Interceptor Sewer or by the Hasson
College Collector; the additional sewer on Valley Avenue would
provide no additional benefit. it is felt that the remaining
properties which would benefit by the sewer installation should
not be required to carry the additional burden, of cost which
would normally be assessed to other abutters, and that they
should pay an asscasment which is approximately equal to the
average City assessment for lateral sewer extensions.
The four property owners who would benefit by the sewer
installation had previously petitioned the city Council for
the sewer installation, since
all of these properties are
having very serious problems with septic taNs. For this
reason, it is felt that the installation of the sewer should
not be delayed, and it is recommended that the installation be
undertaken by a Change Order to the existing contract for the
Eenduskeag Stream Interceptor Sewer Extension Project, which
is presently underaconstruction. Funds are available under
that Project to defray the coat of the proposed extension.
All of the property owners which would benefit as noted
above have been advised of the estimated assessments, and
all have agreed to pay the assessments.
It is recommended that the sewer ¢�struction be started
vmediately,'I and that the assessments be levied upon completion
of the construction.
