Uuali£ications - Residency Requirements
WDEREAS, employegeq except Clerk Typists, Clerk Stenographers, Account
Clerks, Coat Accountants and Custodial Workers of the Utilities Division
and the Operations and Maintenance Division of the public Services
Depatmant, the Motor pool Deparcomne, and the Airport Departmentoccupy
positions of employment directly affecting the health, safety and welfare
of the City of hangar, its inhabitants and taxpayers; and
WHEREAS, said employees, by the nature of their employment responsibilities
and functions, are or may be seeded, in the event of emergency, public
crises, oevent, Assume and perform their respective responsibilities
and functions at timesother than their normal working day and on short
notice; and

compelling interest in having employees in said departments maintain their
permanent domiciles at points not in excess
of 8 miles from their respective
places for reporting for regular duty; and
WHEREAS, the City Council does hereby deem and declare it to be in the beat
interests of the City of hangar, its Inhabitants and taxpayers, to permit
present employees in said departments who maintain their permanent domiciles
beyond said S -mile limit to continue their employment by the City for
purposes of providing and maintaining continuity of services, and high levels
of experience and expertise among the staff of said departments,

NOW, THEREFORE, Be it ordained by the City Council of the City of Bangor,
THAT Chapter I1. Article ZS is hereby amended by adding a new Section 4,
as follows -
Sec. 4

hire or appointment to positions of employment except for
Clerk Typists, Clerk Stenographers, Account Clerks, Cost
Accountants and Custodial Workers in the Motor Pool

requirements of this section shall not apply to those
persons hired or appointed to such positions of employment
in the Motor POOL Department prior to January 1, 1976, and
who, on that date, maintain a permanent domicile beyond
said lineal distance. The requirements of this ordinance
shall be in addition to all other qualifications for empLoy-
nt by the Motor pool Department as my be imposed by
statute, ordinance o regulation of any duly constituted
gernmental authority.

II, Article 35, is hereby amended by adding new Section 6,
as follows:

of employment in the Airport Department prior to January 1,
1976, and who, on that date, maintain a permanent domicile
beyond said lineal distance. The requirements of this hindrance

by the Airport Department as may be imposed by statute, ordinance
or regulation of any duly constituted governmental authority.

THAT Chapter 11, Article 36 is hereby amended by deleting the existing
Section 6 and replacing it with the following:

(1) That the proposed amendment to Article 28, Chapter 11 be amended
on the 7th line to read as follows:

a domicile hereunder may be extended for an
additional period no exceeding six (6) months

(2) That the proposed amendment to Article 35, Chapter II be amended
on the 7th line in the same fashion as proposed above.
(3) That the proposed amendment to Article 36, Chapter II be amended
by adding the proposed amendment described above to the 8th line.
