is accepted, and be it further
RESOLVED, that construction begin as soon as possible, and
be it further
RESOLVED, that the necessary funds, totalling $450,000.00,
be provided to finance the construction.

AMENDMENT to Council Order 319 AC.
AND BE IT FURTHER RESOLVED that the City Treasurer be authorized to issue
temporary notes In anticipation of a 1976 Band Issue for capital
Improvements of $450, 000 to fund this project.
AND BE IT FURTHER RESOLVED that all assessments against the abutting
properties will be deferred and levied as the individual lots are ,
sold.

August 6, 1975
To the Municipal Officers:
Pursuant to City Council Order No. 141 AT passed March 24,
1975, directing the City Engineer to prepare cost estimates,
together with a list of possible assessments, for the construc-
tion of streets and sewers in the Judson Heights Subdivision
located on Broadway, the following report is submitted:
The work involved includes the construction of streets designated
on Place prepared by Ames & Nelson entitled "Judson Heights",
dated June, 1975, identified as Judson Boulevard (1,474 feet),
Packard Drive (1,850 feet), Packard Court (420 feet), Milton
Place (1,200 feet) and Milton Court (500 feet), including
clearing and grubbing, excavation and embankment, the con-
struction of roadways, sidewalk and driveway paving, asphalt
curbing and/or sod gutters, looming and seeding, the installa-
tion of a storm sewer system, the installation of a sanitary
ewer system and attendant engineering work. A description
of each street and utility is attached, identified as Exhibit
A, and a summary Of costa, showing portions to be assessed,
is attached and is identified as Exhibit B.
It is proposed that the city$ share of the roadway construction
be 50% of the amounts shown in CHAPTER XII, ARTICLE 12, Para-
graph 1.6.1 of the LAWS AND ORDINANCES OF THE CITY OF BANGOR,
which would represent $17.00 per foot for Judson Boulevard,
$15.00 per foot for :Packard Drive, $6.25 per foot for Packard
Court and Milton Court, and $6.75 per foot for Milton Place.
Thus, the City's share of the roadway construction would be
$66,660.00, and Grant's share would be $120,575.00.
In accordance with our policy.fox sewer assessments, the City
would pay 50y of the total cost, which would amount to
$27,715.00, and Grant would be assessed an equal amount.
The cost of the storm sewer system, totalling $160,350.00
would be shared equally by Grant and the City, with each
share being $80,175.00. The sanitary sewer connections to
each house lot would be constructed as part of the project
at an estimated cost o£.$14,620.00. however, the entire
amount would be paid by Grant.

The engineering costs amount to $16,500.00 for preliminary
survey and the preparation of working drawings, $1,050.00
forseismicledge survey, and an estimated $10,000.00 for
construction layout work and construction inspection. it
is proposed that these costs be assessed in the same pro-
portion as the assessments for road and sewer work, which
would be broken down as follows:

Thus, the total cost and proposed sharing of all construction and
engineering costs is as follows:

It is noted that the proposed development will initially serve
49 lots, representing 21 larger lots numbered 2, 4 through 15,
and 17 through 24, and 28 smaller lots. it is recommended that
the assessments
ents be split among the lots, at the rate of $5,700.00,
against the 21 larger lots and $4,980.00 against the 28 smaller
lots. The above costs are estimates only, and the final assess-
ments will be based upon the actual cost of construction.
mr. Grant has accepted this proposal, and it is recommended that
the City proceed with the construction, including the immediate
appropriation of the necessary funds.

WORK TO BE PERFORMED
NDSON BOULEVARD: Eighty foot wide right -o£ -way; thirty-six
foot wide travel way consisting of 3" hot top on 6' gravel
base and 12" gravel subbase; asphalt curb; sidewalk on both
aides.
PACKARD DRIVE: Sixty-six foot right-of-way; thirty foot travel
way consisting of 3" hot top, 6" gravel base, 12" gravel subbase;
asphalt curb and/or sod 'gutter; sidewalk on one side.
PACKARD COURT: Fifty 'foot sight -of -way; twenty-four foot travel
way consisting of 2" hot too 4" gravel base, 12" gravel
subbase, sod gutter, sidewalk on one aide.
MILTON PLACE: Sixty foot Eight -of -way, thirty foot wide travel
way with 2" of but top, 4" gravel base, 12" subbase; sad gutter;
sidewalk on one side.
MILTON COURT: Fifty foot right-of-way; twenty-four foot travel
way consisting of 2" hot top, 4" gravel base, 12" gravel subbase;
sod gutter; sidewalk on one side.
STORM SEWER SYSTEM: Includes 650 feet of 12" pipe, 104 feet of
15" pipe, 507 feet Of 18" pipe, 234 feet of 21" pipe, 819 feet
of 24" pipe, 728 feet of 30" pipe, 877 feet of 36' pipe, 12
manholes, 10 catch basins, 19 drop inlets, and the construction
Of approximately 1,000 feet of drainage ditch. The storm sewer
is designed to`.handle the storm water flow from the proposed
development, as well as future expansion of the development,
draining into the natural watershed located at the westerly
end of the project.
SANITARY SEWER SYSTEM: Includes 4,770 feet of 8" pipe, 75 feet
of 12" pipe, 2,100 feet of 4" pipe for lot connections, and
20 manholes,: to be connected into the city system presently
under construction on Broadway.
