Amending Chapter 165, Land Development Code, District Map by Assigning the Government and Institutional
Service District (G&ISD) to the Parcel of land recently created in the Maine Business Park on property bounded
by Venture Way, Corporate Drive and Texas Avenue.
Summary
This Ordinance assigns the Government and Institutional Service District (G&ISD) to a property formerly part
of the right of way for Corporate Drive. The property is also abutting Venture Way and Texas Avenue. The lot
size is .54 acres.
The Bangor Planning Board endorsed the lot creation as part of a subdivision amendment to the Maine
Business Park. The property is slated for possible development by the Bangor Water District as part of their
upgrade investments.
G&ISD was recently amended to enhance the allowance for public service utility buildings.

ORDINANCE, Amending Chapter 165, Land Development Code, District Map by Assigning the Government
and Institutional Service District (G&ISD) to the Parcel of land recently created in the Maine Business Park on
property bounded by Venture Way, Corporate Drive and Texas Avenue.
WHEREAS, at present, the Water District is planning to invest in improvements to their services in this area,
WHEREAS, the Maine Business Park houses other water service apparatus;
WHEREAS, there is a small Parcel of land recently created as part of a subdivision amendment that had been
a part of the city's right of way, and thus has no zoning assigned to it;
WHEREAS, at present, the Maine Business Park zoning districts are a mix of Technology & Service (T&S) and
Government & Institutional District;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Land Development Code of the City of Bangor is amended as follows:
The Parcel of land recently created in the Maine Business Park on property bounded by Venture Way,
Corporate Drive and Texas Avenue, as shown on the Assessor's Map as Map R25, Lot 37, is assigned the
Government and Institutional Service District.

Please accept this memorandum as the recommendation from the Planning Board for the noted item.

The Planning Board considered this item in a noticed public hearing on December 21, 2021.
The meeting was conducted in the Council Chambers at City Hall. Members in attendance were the
Vice-Chair, Reece Perkins, Lisa Shaw, Don Meagher, John Kenney, Mike Bazinet and Ted Brush.
City Engineer John Theriault presented the application on behalf of the city. He reminded the Board
they had approved the lot at a recent public meeting. The request is to assign the zoning district.
Planning Officer Krieg added comments from the staff memo that included:
A. The purpose of this lot is to create property to house a facility owned and operated by the
Bangor Water District. The building would fall under the Public Utility use, as allowed and
regulated in the Government and Institutional Services District.
B. Board members may recall language was added to the G&ISD to allow for and regulate a
public utility building.
Member Shaw made a motion, with a second from Member Brush, to recommend to the City Council
that the zone change ought to pass. All were in favor of the motion.
