COMMISSION ON CULTURAL DEVELOPMENT
Friday, November 5, 2021 – 0830 hrs.
City Council Chambers and Via Zoom
MEETING MINUTES
Commissioners Present: Bragg (Chair), Greenlaw, McDade, McGill, Malia, Rieley, Smith,
Stockwell
Staff Present: Bickford, Emery
Chair Bragg called the meeting to order at 8:30 A.M.
1. Welcome
2. Approval of minutes of October 1, 2021 – approved pending no changes
Commissioner Stockwell moves approval of the October minutes, seconded by
Commissioner McGill. All members in favor, motion has passage.
3. Report of Chair – none.
4. Report of Staff
Anticipated public art request forthcoming – waterfront CSO project. Director Emery
provided a brief summary of a proposal by local developer Stan MacMillian to have the
stacks painted – as an incentive to do something for the area – committee and staff will
work to develop a timeline once renderings are received
5. Committee Reports
Grant Committee
Grant Committee will be meeting on Tuesday to review the 5 grants and 1
revised grant received
Commission discussed how to differentiate and delineate their funding
Cultural Asset Committee
Plaques for Paul Bunyan statue going well
ARTober Committee
Barbara thanked the Commission and City Staff for assisting with ARTober
Discussion regarding if there was value-added from the bus banners
Feels that better use of money might be on windows downtown
Director Emery suggested that the Commission attend a Downtown Quarterly
Retailers meeting in Spring 2022 regarding windows, as many retailers plan
display windows out months in advance
6. Public Art Process –Hopeful, Final Design (materials provided at meeting)
Art currently in fabrication, estimated arrival end of November 2021 for installation.
Director Emery provided materials from United Way, which included an artist’s statement
and a statement regarding the art installment.
Discussion among Commission regarding a change of wording in the artist statement and
statement regarding the art installment. Decided on suggested language for the signage
which will be presented to the United Way for approval. The capitalization of one word will
be changed, and another word removed. Revised language to be proposed back to UWEM.
Hopeful is not a gift – it’s a challenge. To be hopeful requires action, it requires
commitment. It is my wish that this Hopeful sign will serve as a signifier to the
citizens of Bangoras a message of hope and inspiration and that it will provoke a
dialogue and illuminate our better natures.

Hopeful was commissioned in 2021 by the United Way of Eastern Maine and
sponsored by Bangor Savings Bank, Cross Insurance, the City of Bangor
Commission on Cultural Development, and two anonymous donors to be enjoyed
by both residents and visitors to the City of Bangor for many years to come.
With the recommended changes, Commissioner Stockwell approves the final design of
Hopeful, seconded by Commissioner McGill. All members in favor, motion has passage.
7. December’s full Commission meeting will be longer to accommodate grant considerations.
