Chair Carter started the meeting at 7:05 P.M.
New Business:
1. Certificate of Appropriateness - 218 Ohio Street -Map-Lot 032-089 -Thomas Hill
Historical District-Applicant: Hilltop School -Approval for removal of walking bridge
and window replacement at property located at 218 Ohio Street, Map-Lot 032-089, in the
Thomas Hill Historical District.
Jason with DP Porter representing the applicant presented the application and provided
the following in part and in substance:
* Currently have bridge built in the 1990's off the 2nd floor, condemned by the City,
unsafe for use
*Wants to remove bridge, put back to original condition, and also windows need to be
replaced, rotting and water infiltration. Replacing with new Anderson windows, cocoa
bean in color, A-Series
Commissioner Riordan inquiring what the facade will look like after bridge removal.
There will be brick repair, putting it back to what it was is the goal. Brick will be as close
as possible, to what's there. Fortunately, this is on the backside of the building.
Commissioner Rand curious about existing windows, didn't see what those were.
Originally wood window, these are vinyl with wooden inside. Pre-finished painted interior
white, outside composite material made by Anderson. Acrylic finish on exterior of cocoa
bean. True divided light window, double pane, grid on front, space between, and
another applied grid on the other side.
Consultant Pullen provided
Architectural history is important, listed in National Register of Historical Places. This is an
important historic resource. There is an opening that will be restored, which will be larger than
original window, bottom portion will need to be infilled. Will the detailing match?
Yes, thaYs the goal.
Determined that color will be cocoa bean, interior is white with 6/6 sash pattern.
Those were the biggest issues he found, and this will be a vast improvement.
Multiple windows to be replaced, but this application is just the one window.
No other questions
Commissioner Riordan moves approval of Certificate of Appropriateness for 218 Ohio
Street, Map-Lot 032-089, in the Thomas Hill Historical District. Seconded by Vice Chair
Krupke seconded; specifics: cocoa bean exterior, 6/6 sash pattern, "true divided IighY'
and masonry work will detail matching sill with existing, seconded by Rebecca.

2. Certificate of Appropriateness - 11 West Broadwav- Map-Lot 022-034 -Whitnev
Park Historical District -Applicant: Marc Riffel -Approval for removal and
replacement of windows at property located at 11 West Broadway, Map-Lot 032-089, in
the Whitney Park Historical District.
Gary w/Anderson Windows, Applicant and wife
Presented the following in part and in substance:
*replace 20 of the large windows, provided photos of which they're replacing
* problems with water intrusion, air leaks, can put hand through some of the sills, ropes are
broken, do not function properly.
*replace with similar product, Renewal by Anderson window, made specifically for window
replacement
Interior trim and exterior trim to remain intact, insert-style replacement
new window system goes into original frame. This window was specifically designed for older
homes to maintain historical look and accuracy. Strength of material allows this; narrow frame
can be built in a much smaller footprint.
"question regarding wide muttons, corrected it, narrow mutton that's currently in the window,
"true divided light."White inside, and original was brown.
No questions from Commissioners.
Consultant Pullen - architectural history, circa 1868 Sprague Adams house, like first application
we saw, Mansur-style. Hiram Fogg. Ground floor windows have hood moldings, and second
floor had heavy surrounds and sill brackets.
Highly detailed trim surrounds on the windows, happy to hear that they'll be preserved.
Minimal change to glass and sash dimensions.
narrow muttons much more English style, 5/8".
"Exterior Wrap"- small L-channel piece/molding made out of the same material &finish and
locks into grove of window. Scribed back to exterior casings. Small cap that allows proper
insulation of windows from exterior. Doesn't change appearance at all.
They'll be going with Anderson Cocoa Bean.
Kitchen area on side of house/porch- 122 and 123 call for 6/6 grill - look like they would've
been 2/2. Everything they've done is to match existing. 125 & 124 are vinyl replacements.
Original windows prior to vinyl 6/6 were probably 2/2. Looking for direction.
Applicant prefers 6/6 so they're all the same with the rest of the kitchen.
Wanted to keep things as historically accurate as possible.

Commissioner Rand. with additional:
* Narrower muttons, color clarified white interior, cocoa bean on outside, and "true divided
light windows."

Commissioner Riordan, yes; Chair Carter, yes. Motion carries.

3. Broadwav Historical District & Tree Streets Studv Area Architectural Review
Discussion
Mike Pullen and Emerson Jones, Intern Architect with Artifex; completed architectural
survey and architectural historian Rochelle Bohm. Worked with Anne & Jeff.
Maine Historic Preservation Commission. Had to meet state standards, collect enormous
amount of information on buildings in the district.
63 Broadway, 91 Tree Street Study Area
Tree Street Study Area- Essex Street to Forest, Somerset to Garland Street
Architectural features, historical data and environmental data - section of reports for
each structure, CARMA forms able to be viewed online
Used Sanborn Fire Insurance Maps for many years, came out every 5-6 years, starting
in the 1800s.
4. Auqust 12, 2021 Meetinq Minutes
Commissioner Riordan moves approval of August 12, 2021 Meeting Minutes, with no
changes, seconded by Commissioner Rand.
Commissioner Rand, yes; Vice Chair Krupke, yes; Commissioner Chernesky, yes;
Commissioner Riordan, yes; Chair Carter, abstain.
