This is a request from the owner Dolan. The 2012 Comprehensive Plan labeled this lot as URD-1, and it is surrounded by URD-1, but there are many other existing two-family residences in the area. The policy of the City Council has been, in the last few years, to create housing units where reasonable and feasible. Said parcel contains approximately .18 acres in size and being more particularly indicated on the map attached hereto and made a part hereof. Dolan; Agent: The Masiello Group c/o Ansley Moore Please accept this memorandum as the recommendation from the Planning Board for the noted item The Planning Board considered this item in a noticed public hearing on October 5, 2021. The meeting was conducted in the Council Chambers at City Hall. Some members of the public, as well as the Assistant City Solicitor, attended on the city's Zoom account. Members in attendance were the Chair, Ken Huhn, Reece Perkins, Mike Bazinet, Don Meagher and Ted Brush. The representative for the applicant, realtor Ansley Moore presented the application. They are looking to have 2 units on the site. An adjacent property owner on Zoom asked questions about property boundaries and animal trespassing. These items will be addressed separately as the concerns are outside the authority of the Planning Board. Member Meagher made a motion, with a second from Member Bazinet to recommend to the City Council that the zone change ought to pass. The motion carried with Huhn, Bazinet, Meagher and Brush in favor and Perkins dissenting. Member Perkins provided a minority opinion that he sees these requests as spot zoning. He reads the Comprehensive Plan as limiting multi -family to keep single family neighborhoods intact. His understanding of the Affordable Housing Work Group was to increase housing.
