Re: Discussion concerning allocating funding from Stormwater Utility for 5' Sto,rmwater
Culvert at State Street near Northern Light Hospital
Dear Councilors,
The Engineering Department recently met with Engineers from, Wright Pierce and
representatives from Northern Light Hospital to discuss the Hospital's drainage improvements
within their Wing Park Parking lot. Historically, this parking lot has had issues with both
sanitary sewer overflows as well as stormwater flooding.
The City's State Street/Hancock Street sewer improvement project will address the sanitary
sewer overflows within Wing Park. Currently, the stormwater culvert that crosses State Street
is 36"and drains to a 42" culvert that travels through hospital property and: outlets to the
Penobscot River. Wright Pierce's, recent drainage analysis for the Hospital's Wing Park lot shows
upsizing drainage which will result in the existing 36" culvert being a choke point for the
drainage system. It should be noted that thie drainage system within the Wing Park lot is
owned by the City of Bangor and provides drainage for a large portion of the neighborhoods to
the north.
I have provided our conceptual plan for upsizing the culvert that crosses State Street. The
Engineering Department recommends installing a 5' culvert to allow for future upsizing of the
system to the south. I do not anticipate however, that this will happen in the near future. We
estimate the cost of upsizing this culvert will be about $550,0010. Where this project was not
anticipated, it was not included in the City's budget for fiscal! year 2022. The Engineering
Department requests that we allocate funding from available funds within the Storm,water
Utility to pay for this stormwater improvement. We recommend that this work be completed
this fall or early spring of 2022 in order to be completed prior to the City's Pavement project for
State Street. That paving project will be completed next summer and include State Street from
Broadway to Hogan Road. I look forward to discussing this subject with you at the
September 8, 2021 Infrastructure Meeting.
