September 8, 2021
Meeting Minutes
The following City Councilors attended: Airport Committee Chair Clare Davitt, Rick Fournier, Susan
Hawes, Sarah Nichols and Jonathan Sprague. Also in attendance were Interim City Manager Debbie
Laurie, Airport Director Tony Caruso and Marketing and Business Development Manager Aimee
Thibodeau.
Agenda and Discussion:
1. Council Resolve: American Rescue Plan Act(ARPA) grant funding
This Resolve will ratify the Interim City Manager's execution of an FAA grant application for
$4,073,437. This funding may be used for operating and capital expenses that are defined as permitted
uses of airport revenue (i.e., aeronautical purposes). Airports must submit payment requests for
reimbursements similar to the Airport Improvement Plan (AIP)program. These funds will be
incorporated into the FY23 budget.
Motion made, seconded and approved by rollcall vote.
2. Council Order: Clear Channel Advertising
This Order will authorize the Interim City Manager to execute an amendment to Clear Channel
Airports' contract for professional advertising services. Clear Channel provides services related to all
aspects of commercial advertising within the airport's terminals. The current contract expired at the
end of August 2021. The Airport is in the process of issuing an RFP for these services. Given this
timeline, a 6-month contract extension will allow adequate time for the RFP and selection process.
Clear Channel will continue to pay 30% of gross revenue to the Airport.
Motion made, seconded and approved by rollcall vote.
3. Council Order: Agreement with Curative, Inc for airport terminal covid testing site
This Order will authorize a temporary use agreement between the City and Curative, Inc. for a kiosk
to provide covid testing for travelers, the general public and City of Bangor employees. The
agreement is for a 6-month period, with an option to extend on a month-to-month basis, for a lease
rate of$349 per month. Curative will furnish all labor, services, materials, supplies, and equipment
necessary to maintain kiosk operation during defined hours. In addition, Curative shall comply with
all City and airport property and facility rules and regulations.
Motion made, seconded and approved by roll call vote.
4. Council Resolve: Amendment with Northern Light/EMMC for use of airport's shuttle lot for covid
testing location
This Resolve will ratify the Interim City Manager's action to execute an amendment to the agreement
between Northern Light Eastern Maine Medical Center (EMMC) and the City regarding a drive-up
COVID-19 test site at the Airport shuttle lot(Map 100, Lots 009 and 010), extending said agreement
through February 26, 2022. The initial agreement expired on August 26, 2021. The amendment
includes a provision for our shared use of the shuttle lot for long-term parking overflow, if needed.
Given the immediate need for use of this facility, the Interim City Manager executed the amendment.

5. Director Caruso—Updates
a. Airfield construction projects
• Taxiway rehabilitation project is on schedule. They have moved to the north end portion of the
project.
• ASR project will require a runway shutdown on October 4 h and 5 h.
b. EDA/ C&L Aero project: EDA granted our extension request due to product supply issues.
Project must now be completed by December 3 1"
c. Airport Master Plan: Our consultants will be giving a presentation to the City Council next
Monday, September 13''.
d. Car Rentals (concession & lease agreements) -We expect the RFP to go out in the next couple
weeks with final decisions made by November I". These are 5-year agreements with renewal
options. A provision includes a requirement to register vehicles in the City
6. Airport Marketing Update
• We are working with Deconstructing Stigma, an organization that has displays in airports
worldwide to promote mental health awareness. They are partnering with NAMI-Maine and
Northern Light in this area to bring local stories to the displays.
• FBO Marketing & Branding—We launched our Canadian marketing campaign then pulled it back
realizing the time was quite right. We are moving forward with the FBO website. We are also
working with Sutherland Weston to develop a B2B marketing program targeting regional
businesses featuring services our FBO can provide as business travel opens up.
