FINANCE COMMITTEE MINUTES
September 8, 2021
Councilors in Attendance: Hawes, Nichols, Okafor, Fournier, Sprague, Schaefer
Staff in Attendance: Little, Laurie, Smith, Theriault, Saucier, Huotari, Caruso,
LaBree, Thibodeau
1. Bids/Purchasing
a. Ratifying Contract Extension – New England Waste Services of Maine
Motion made and seconded to recommend contract extension, motion passed
unanimously.
b. Airport Fuel Meter Register System – Airport – Gould Equipment Company -
$108,000
Motion made and seconded to recommend execution of contract to City Council, motion
passed unanimously.
c. Stillwater Avenue Sidewalks/Curbing – Engineering – CC Lynch
Motion made and seconded to recommend execution of contract to City Council, motion
passed unanimously.
2. Update – Disposition of City Owned Property - 48 Charles Street
Staff provided background information on the property and potential sale to be used
solely for parking. The Committee provided direction that their preference would be for
the lot to be developed with a single family home. Staff will prepare a request for
proposals and report back with updates as needed.
3. Order, Authorizing Carry Forward Funding of the Unexpended City of Bangor
Local Share of the FY 2021 Community Connector Operations to Fund the
Local Share of a Maine Department of Transportation Grant to Partially Fund
the Construction of a New Transit Center
Staff indicated that the Community Connector is expected to have funds remaining in
FY21 due to lower than expected expenses and that the funds be carried forward to
partially fund the local share of the Transit Center.
Motion made and seconded to recommend passage to the City Council, motion passed
unanimously.
4. Executive Session - Hardship Abatement Application – 36 MRSA Section 841
(2)
Motion made and seconded to enter Executive Session, motion passed unanimously.
5. Open Session – Hardship Abatement Decision
Motion made and seconded to approve staff recommendation to grant the hardship
abatement, motion passed unanimously.
