CITY HALL COUNCIL CHAMBERS Board Members Present: Ken Huhn, Chair Mike Bazinet Ted Brush Ronda Hogan John Kenney, Assoc. Anja Collette, Planning Analyst Anne Krieg, Planning Officer John Theriault, City Engineer Chair Huhn called the meeting to order at 7:04 P.M. LAND DEVELOPMENT PERMITS 1. Site Development Plan - Conditional Use - 609 Broadway - Broadway Shopping Center Plaza - Map-Lot R41-031 - Shopping & Personal Services (S&PS) District - Applicant, Bucksport Realty; Agent, Kiser & Kiser - Land Development Permit Application for Conditional Use - Site Development Plan for proposed Dunkin’ drive-thru business with a total floor area of 1,229 +/- sq. ft. on a single-story structure, with two queuing lanes at property located in the Broadway Shopping Center Plaza, which is located at 609 Broadway, Map-Lot R41-031, in a Shopping & Personal Services (S&PS) District. Applicant, Bucksport Realty; Agent, Kiser & Kiser. Jim Kiser, PE, agent for applicant, Lou Lima o/b/o Bucksport Realty, presented the item and provided the following: This project is not dealing with a public road, but a private parking lot behind Governor’s Restaurant Worked with City of Bangor and Dunkin’ to come up with queuing volume appropriate for this project o Ample areas to queue vehicles o Focus on drive-thru, “speed lane” for advanced orders to jump the line o App system will identify when person arrives on property Modifications to improve traffic flow through the area o One-way traffic makes isolating area in totality more difficult o More islands added to rearrange travel Arctic Brook Watershed – didn’t meet DEP requirements o At the request of the City of Bangor, added filter bed at front portion of site to treat half of improvements in the filter bed, providing a cleaner format than when it ran off o Reduction of total impervious area by removing some of the parking spaces o Overall parking still ample for shopping center 73 HARLOW STREET, BANGOR, ME 04401 TELEPHONE: (207) 992-4280 FAX: (207) 945-4447 WWW.BANGORMAINE.GOV City of Bangor Planning Division Planning Board Meeting Minutes – August 3, 2021 Project has been reviewed by major tenants of the shopping plaza, and all of them, including owner of plaza, have signed off on the project The Planning Board discussed the following: Asked what the maximum volume of cars able to queue would be: o Response from Kiser: Approximately 7 vehicles from order board to pick up window, approximately 7 vehicles behind order board, and approximately 7-8 vehicles in the drive- thru/rapid lane Planning Board also asked what the plan would be if maximum volume of cars is exceeded: o Kiser responded that vehicles will end up in an aisle, which is in the shopping center, not in the public right of way Thoroughfare between the parking lot of the shopping center and Broadway (access road that runs between Governor’s Restaurant and former Amato’s) o Planning Board expressed concerns regarding traffic congestion in this thoroughfare o Kiser noted that the primary entrance of shopping center has traffic lights, as well as another entrance at Broadway & School Street and that lighted signals will provide access and break in flow/traffic Small lobby access available for walk-in/parked vehicle traffic City Engineer Theriault advised that Dunkin’ generates over 200 vehicle trips, so a Maine Department of Transportation (MDOT) traffic movement permit would be needed as well. Kiser advised that application is already in process. Theriault suggested condition of traffic permit through MDOT be issued prior to building permit. Associate Member Kenney moved to approve Site Development Plan – Conditional Use for 609 Broadway – Broadway Shopping Center Plaza – Map-Lot R41-031, in a Shopping & Personal Services (S&PS) District, applicant, Bucksport Realty for proposed Dunkin’ drive-thru with a total floor area of 1,229 +/- sq. ft. on a single-story structure, with two queuing lanes, contingent on issuance of traffic movement permit through Maine Department of Transportation. The motion was seconded by Member Shaw. All members were in favor, none opposed. Motion carries. OTHER BUSINESS 2. Comprehensive Plan Updates - "What makes an economically healthy city? What are the signs that a city is successful?" Planning Officer Krieg led an informal discussion with the Planning Board Members as to what makes an economically healthy city and what the signs are that indicate a city is successful. 3. Meeting Minutes - July 13, 2021 and July 20, 2021 Meeting Minutes for Review th Member Meagher moved to approve the July 13, 2021 meeting minutes with no additions or corrections. The motion was seconded by Member Bazinet. All members were in favor, none opposed. th Member Shaw moved to approve the July 20, 2021 meeting minutes with no additions or corrections. The motion was seconded by Associate Member Kenney. All members were in favor, none opposed.
