' ' CITY C RI( CITY OF BANGOR, MAINE ENGINEERING DEPARTMENT July 31, 1975 Tb the Municipal Officers: Pursuant to previous requests for a cost study for the construction of a roadway to be located north of Bangor Gardens and to extend between Broadway and Kenduskeag Avenue, the following information is submitted: The proposed roadway would commence at Broadway alightly north of the intersection of School Street, and would extend in a generally westerly direction, intersecting the access cad to Mason College approximately 300 feet east of Ken- duskeag Avenue. The initial intent of the roadway would be to serve a proposed residential development to be developed north of Bangor .Gardena by Warren .Sawyer. It is proposed that the roadway construction consist of a 24 foot wide travel way having a 3 inch bituminous concrete surface on an 18 inch gravel base, with 8 foot gravel shoulders on each side and open ditches, except for the frontage along the Sawyer development, where the shoulders would be paved, catch basins and asphalt curb would be installed, with a storm sewer pipe to transport surface sun -off. Tne estimated cost for constructing the roadway for the entire length between the Reason College access road and Broadway is $215,000.00. It is recommended that the cost of construction be assessed as follows: Owner .Total Frontage Assessment Burson College 2,620 feet $66,000.00 Charles E. Locke 640 feet $12,000.00 Warren Sawyer 1,760 feet $72,000.00 .Mary Johnson 150 feet $ 1,500.00 City of Bangor -------- $63,500.00 Total $215,000.00 page Two This estimate provides for the city to pay $12.75 per foot for the roadway having gravel shoulders, and open ditches, with a sidewalk on one side, together with fifty per cent (50%) of the cost of the storm sewer system adjacent to the Sawyer development. .The other property owners would not be assessed ssed for the additional improvements to be provided along the Sawyer frontage, since they would receive no additional benefit from thoseimprovements. future development of those properties may warrant future improvements of a similar -nature, and additional assessments against those properties. The above estimate is preliminary,. since field surveys have not been undertaken WE have subsurface explorations been performed. Furthermore, the other adjacent property owners involved have not yet been contacted relatTym.$ to the possible payBant of a e ss- ments. Since the other properties are not to be developed immediately, it is expected that the assessments would have to be deferred until develop- ment took place, with the exception of the proposed development by Warren Sawyer. It is recommended that this office be directed to proceed with detailed plans and cost estimates, appraisals for sight -of -way acquisition, notification of other adjacent property owners relative to esti- mated assessments, and all other work necessary to prepare for the construction of the roadway. It is further recommended that the roadway construction be started only upon the condition that the Sawyer development be undertaken, and that the assessment against no Sawyer property be levied immediately upon the completion of the roadway construction.
