HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR
MEETING OF JULY 8, 2021 - 7:00 P.M.

MEETING MINUTES

Chair Carter started the meeting at 7:06 P.M.
New Business:
1. Design Review -2 Pleasant Street - Map-Lot 043-024 - Façade District - JCWN, LLC c/o
Robert Ervin, Applicant -Approval requested for removal of trim, elements, facing materials or
parts of building, reconstruction, signage, and improvements to walkways, driveways or
landscape features at property located at 2 Pleasant Street, Map-Lot 043-024. Applicant, JCWN,
LLC c/o Robert Ervin.
Robert Ervin presented the item and provided the following in part and in substance:
Purchased in February 2021
Spray foam was directly adhered to brick in some places, strapped in others
Pleasant Street entrance to be removed, replace all windows in existing openings at a
bare minimum
o Manner of work to be consistent with original windows

o Original windows on 4floor as repetitio of vertical and horizontal banding
Activated patio area
o Site Development Plan approval received from Planning Board on July 6, 2021
o Once tenants are secured, they will return to HPC for signage as needed

Looking to obtain permission from HPC to remove foam, put in new windows and add 4
floor
Will be presenting clear distinction between 1875 and 2021
Applicant provided the HPC samples of the metallic paneling.
The HPC and applicant discussed the following in part and in substance:

1 floor – “Dealers Choice” – likely a restaurant or brewery (just the manufacturing, not a
walk-in restaurant)
Each floor would have 4 apartments for a total of 12 apartments
Lack of historical information and photographs available on this property
Tunnelsinto the basement, hoist-way located on either side
Assistant City Solicitor Saucier provided the legal standards for the Design Review, as well as
the Waterfront Development District in the Revitalization Area, which is a separate set of
standards; 71-11.1
Property Abutter, Vern Leeman of 24 Pleasant Street provided the following in part and in
substance:
Great addition to neighborhood, wholeheartedly support it
Minor parking concerns, not specially this project, but the area in general
Support of suggestion of sidewalk be extended on May Street from Pleasant Street
Appreciative for applicant investing in neighborhood
Commissioner Quin was brought in as a Full Commission Member for this meeting, and all
Commissioners were in Favor.
The HPC and applicant further discussed:
The “wedge” in the building
o Brass for “wedge” coming from Spain, will equal out the roof, as it’s slanted
o Brass will look more historical
o Brass panels with concave seam, pronouncement of panel
o Mechanicals would be located in the “wedge”

Same material would be used for 4floor, black color – UV light will make the color darker
or lighter
Signage usually done afterwards, once tenants have been established
How the base, middle and top work together
Window arrangement
o Distinct from one section to the next
o Three distinct portions achieved
o Windows will be exactly identical, more energy efficient

Railroad requirement to blow horn 3 times at May & Front Streets,
that’s a total of 6 horn blows
Repointing of brick might be needed in some areas
o Variation of reds, not a consistent color

Height of structure is about 40’ –will be approximately 50’-60’ tall once the 4
added
First floor will offer business/side entrance
Lighting for placement and pedestrian walkways
Commissioner Quin motions for approval of Design Review, seconded by Commissioner
Riordan. All members in agreement. Motion carries.
2. April 8, 2021 Meeting Minutes
Commissioner Chernesky moves approval of meeting minutes of April 8, 2021, seconded by
Commissioner Riordan. All members in agreement. Motion carries.
