There is hereby established a Finance Department for the City of Bangor. This depattment shall consist of the Director of Finance, the Treasury Division, the Tax Collection Division, the purchasing Division and the Auditing Division. Sec. 2 Fiance Director. There is hereby authorised and established the position of Finance Director to be appointed by the City Manager, subject to confirmation by the City Council, in accordance with Article V, Sec. 2 (b) of the City Charter. The Finance Director shall have control and supervisionall employees assigned to the department, subject to the general supervision of the City Manager. 2.1 Charter see pons ibiL fries. There is hereby established a division of the Finance Department to be known as the Treasury Division which shall perform all functions imposed by law on municipal treasurers as maybe delegated by the Finance Director. 3.1 Treasurer. There is hereby authorized and established the position of Treasurer, also to be known as Deputy Finance Director (Treasury), to be appointed by the City Manager, subject to confirmation by the City Council, in accordance with Article VI, Sec. 1 (f) of the City Charter. There is hereby established a!ydivision of the Finance Department to be known as the Tax Collection Division which shall perform all functions imposed by law on municipal tax collectors as nay be delegated by the Finance Director. 4.1 Tax Collector. There is hereby authorized and established the position of Tax Collector, also to be known as Deputy Finance Director (Tax Collection), to be appointed by the City Manager, subject to confirmation by the City Council, in accordance with Article VI, Sec. 1 (f) of the City Charter. The Tax Collector shall have control and supervision of the operations aha employees Of the Tax Collection Division, subject to the general supervision of the Finance Director. 4.2 Other Duties and Responsibilities. The Tax Collector shall perform such other duties and a such other responsibilities a my be required by the FinanceDirectoror as may be imposed by law. Sec. 5 Auditing Division. There is hereby established a division of the Finance Department to be known as the Auditing Division which sball perform all functions as may be delegated by the Finance Director for purposes of operating and maintaining the central accounting System of the City. 5.1 Auditor. There is hereby authorized and established the position of Auditor, also to be known as Deputy Finance Director (Auditing), to be appointed by the City Manager, subject to confirmation by the City Council, i accordance with Article VI, Sec. 1 (f) of the City Charter. The Auditor shall have control and supervision of the operations and employees of the Auditing Division, subject to the general supervision of the Finance Director. 5.2 Other Duties and Reeooasibilities. The Auditor shall perform such other duties and assume such other responsibilities as may be required by the Finance Director or as may be imposed by law. Sec. 6 Pumbasing Division. (Reserved) ge it further ordained by the City Council of the City of Bangor, as follows; THAT Articles 6 and 7 of Chapter 11 of the Ordinances of the City of Bangor are hereby repealed. Sec. 6 purchasing Division. There is hereby established a division of the FLAance Department to be known as the purchasing Division which shall perform all functions and duties imposed by Law on uniclpal purchasing agents, and such additional functions and duties as may be delegated by the Finance Director or imposed by the City Council or City Manager. 6.1 purchasing Agent. There is hereby authorized and established the position of purchasing Agent, to be appointed by the City Manager, subject to confirmation by the City Council. The purchasing Agent shall have control add supervision of the operations and employees or the purchasing Division, Subject to the general supervision of the Finance Director. 6.2 'Regulations. Except as where otherwise specifically required by law, the safe, lease or rental of City -owned, property, real and personal, and the purchase, lea ental of. all supplies and/ore s for the City, its s ral departments, boards, and agencies, shall he performed by the Purchasing Division in accordance with and pursuant to the regulations promulgated by the purchasing Agent and approved by order of the City Council. A copy of Said regulations shall always be filed in the office of the purchasing Agent and shall be available for public inspection during normal business hours. Note: Council Ordinance 72AC should also be amended to provide for the repeal of the provisions of Sections 1-4, Article 9, Chapter II of the Ordinances of the City of Sanger.
