PLANNING BOARD MEETING MINUTES
TUESDAY, JULY 20, 2021, 7:00 P.M.

Chair Huhn called the meeting to order at 7:04 P.M.

LAND DEVELOPMENT PERMITS
1. Site Development Plan - 466 State Street - Map-Lot 059-012 - URD-1 (Pending Zone
Change to Neighborhood Service District) - Applicant, Bangor Lawn & Landscape
o/b/o James & Marlene Brochu, Property Owners.- Land Development Permit
approval for an exterior retaining wall with fence for front yard area, for property located
at 466 State Street, Map-Lot 059-012, in the Urban Residence 1 District (URD-1) (pending
zone change to the Neighborhood Service District). Applicant, Bangor Lawn &
Landscape o/b/o James & Marlene Brochu, Property Owners.
James Gallant, owner of Bangor Lawn & Landscape presented the application noting the
following:
Permitting needed from Planning Board as a Land Development Permit, but no building
permit from Code Enforcement is required. Permit required is a grade and fill permit.
Fence is below 7’, walls, with 4’ exposure
Fence total length – 175’, 6’ vinyl
Walls will be 3’11”, backfilled to keep level
Clarification that project is for homeowner of 466 State Street, not for business
Recent zone change of property from Urban Residence One District (URD-1) to
Neighborhood Service District (NSD)

The Planning Board discussed the following:
Retaining walls that fail due to poor drainage
o Drainage behind walls, leads to freezing, and wall fails
o Installation to occur in a “certain way” to include keystone wall blocks, Gagne
88 pounds per piece, held together with geogrids & pins
Vice Chair Perkins moved to approve a Land Development Permit for Site Development
Plan at 466 State Street, Map-Lot 059-012, in the Neighborhood Service District (NSD)
for an exterior retaining wall with fence; retaining wall to be installed per manufacturers
recommendation; seconded by Member Bazinet. No further discussion, all in favor, none
opposed. Motion carries.
2. Subdivision -34 Ohio Street - Map-Lot 033-051 - Multifamily & Service District
(M&SD) -Applicant, Community Housing of Maine-Land Development Permit
approval for subdivision development of six independent one-bedroom apartments within
the configuration of the existing building currently on site for property located at 34 Ohio
Street, Map-Lot 033-051, in the Multifamily & Service District (M&SD) for development of
six independent one-bedroom apartments within the configuration of the existing building
currently on site. Applicant, Community Housing of Maine.
Brenda Sylvester, Development Officer with Community Housing of Maine (CHOM) presented
the application, noting the following:
Bought property early in 2020 with intent to develop
o Six one-bedroom units
o Six-bedroom configuration fits within dimensional requirements as well as
parking
Council passed the Multifamily & Service District dimensional controls
Member Shaw moved to approve the Land Development Permit for Subdivision at 34 Ohio
Street, Map-Lot 033-051, in the Multifamily & Service District (M&SD) for development of six
independent one-bedroom apartments within the configuration of the existing building currently
on site; seconded by Vice Chair Perkins. No further discussion, all in favor, none opposed.
Motion carries.
OTHER BUSINESS
3. Comprehensive Plan Update
Planning Officer Krieg indicated she had checked in with the Business & Economic Development
Committee on July 19, 2021 regarding data, questions, and stakeholders. She led an informal
discussion with the Planning Board Members as to why they chose Bangor, why they live here,
why they stay here, and what three things they would wish for if they had a “magic wand”
4. Meeting Minutes - July 6, 2021 For Review
Minor changes were requested in the meeting minutes of July 6, 2021 to include:

For item number #6, a condition was added to the approval which should be added to the
minutes
John Kenney was present
Member Bazinet moved to approve themeeting minutes as amended above. The motion was
seconded by Member Hogan.
The meeting was adjourned at 8:15 P.M.
