City Solicitor John Theriault, City Engineer Tracy Willette, Director, Parks & Recreation Department Chair Huhn called the meeting to order at 7:03 LAND DEVELOPMENT PERMITS 1. Site Development Plan - 320-330 Bangor Mall Boulevard -Map-Lot R62- 008 - Shopping & Personal Service (S&PS) District - Applicant, Ever Spring Co., Inc - Agent, Revision Energy - Land Development Permit approval for approximately 7,950 sq. ft. ground mounted solar array for renewable energy generation at property located at 320-330 Bangor Mall Boulevard, Map-Lot R62- 008, in a Shopping & Personal Service (S&PS) District.Applicant,Ever Spring, Co., Inc - Agent, Revision Energy. Allison Barbour with ReVision Energy presented the application, noting the following: ReVision Energy is a Maine-based company specializing in solar for residential & commercial customers Setback requirements met Glare discussed, can’t really be seen from the I-95 SB Off Ramp to Stillwater Avenue Signed land lease 368 solar panels 9.5 sq. ft. impervious surface due to posts Will offset approximately 25% of building energy use Bangor Planning Board Meeting Minutes 6.16.21 Planning Board members discussed the location, green space, and decommissioning plan. Vice Chair Perkins moved approval of the Land Development Permit for the Site Development Plan at 320-330 Bangor Mall Boulevard, Map-Lot R62-008, in a Shopping & Personal Service (S&PS) District, Applicant, Ever Spring, Co., Inc., Agent, Revision Energy. Seconded by Member Brush. Roll call vote: Meagher, yes; Hogan, yes; Perkins, yes; Brush, yes; Shaw, yes; Bazinet, yes; Huhn, yes. Motion carries. 2. Site Development Plan - 155 Thirteenth Street - Map-Lot 022-036 - Parks & Open Space (P&O), Contract Government & Institutional Service (G&IS) District - Applicant, City of Bangor Parks & Recreation - Land Development permit approval for skate park improvements at property located at 155 Thirteenth Street, in a Parks & Open Space (P&O), and Contract Government & Institutional Service (G&IS) District, Applicant, City of Bangor Parks & Recreation. Tracy Willette, Director of Bangor Parks & Recreation presented the application noting the following: Project previously approved for different location in park Changes since last meeting on September 15, 2020 o Concerns that night from stadium representatives and community members regarding location behind the fence, concern it wasn’t best location o Ultimately, Board approved and moved forward o September 17, 2020 Government Operations Committee, updated provided –finalized location for permanent fixture Continued discussion regarding right field location, asked once th Street, between again to look at an area of the park adjacent to 13 th left field and 13 Street; large open green space o New concept plan developed with contractor o Citizen group began to fundraise to add features to skate park o Returned to Government Operations Committee in November 2020 to discuss fundraising concept, and moving location from right field to area th between left field and 13 Street o Council Order authorizing proceeding with location, requesting approval for new location th Planning Board members discussed labeling error in plan set, incorrectly showing 14 th Street instead of 13Street, and the location being safer. Citizen concern received from Theresa White, who resides at 4 Rutland Street, made the following points for consideration: New location approximately 50 yards from herdriveway Parking concerns – already a problem with parking during the summer due to the pool, playgrounds, games at the stadium. Trash (dirty diapers) Ground already has been broken without a permit Page 2 | 4 Bangor Planning Board Meeting Minutes 6.16.21 Abutter was advised by Tracy Willette that they’ve only put gravel on the surface, ground isn’t broken yet, and it’s within the City Code allowing them to do so Andrew Lohman spoke for the project, making the following points: Been working with Tracy Willette for a while now on a location This space is ideal Considerable parking in area Respectable park to add a skate park Planning Board Members discussed the issues raised regarding the skate park that they may be general enforcement issues such as parking and trash monitoring. Tracy Willette indicated that Parks and Recreation will start addressing this, as well as trash monitoring, and enforce what is needed. Member Meagher moved approval of the Land Development Permit for Site Development Plan at 155 Thirteenth Street, Map-Lot 022-036, in a Parks & Open Space (P&O), and Contract Government & Institutional (G&IS) District, Applicant, City of Bangor Parks & Recreation. Seconded by Member Hogan. Roll call vote: Meagher, yes; Hogan, yes; Perkins, yes; Brush, yes; Shaw, yes; Bazinet, yes; Huhn, yes. Motion carries. 3. Site Development Plan - 1423 Ohio Street - Map-Lot R14-012 - Rural Residence & Agricultural (RR&A) District, Government & Institutional Service (G&IS) District - Applicant, Penobscot Christian School Association; Agent, Plymouth Engineering - Land Development permit approval for soccer field and associated grading at property located at 1423 Ohio Street, Map-Lot R14-012, in a Rural Residence & Agricultural (RR&A) District, and Government & Institutional Service (G&IS) District, Applicant, Penobscot Christian School Association; Agent, Plymouth Engineering. Aimee Young representing Plymouth Engineering presented the application noting the following: Addition to high school regulation sized soccer field at rear of property behind existing school Grading only to bring into regulation, land previously cleared Flattest area on the parcel Possibility of future expansion, possible new build Existing parking, no additional Recent Minor Site Plan Revision approved for wetland crossing on back portion of lot No further comments. Member Brush moves approval of the Land Development Permit for Site Development Plan at 1423 Ohio Street, Map-Lot R14-012, in a Rural Residence & Agricultural (RR&A) District, Government & Institutional (G&IS) District. Applicant, Penobscot ChristianSchool Association; Agent, Plymouth Engineering. Comprehensive Plan Check-in In regard to the Comprehensive Plan, Planning Officer Krieg made the following points: Reviewed tenets of what goes into Comprehensive Plan with Racial Equity Committee, and Bangor Livable Communities Committeefor feedback in early stages of planning process Penjajawoc Mall Marsh Commission will also be reached out to for input Working on Request for Proposals (RFP), giving options for services, hoping to have it issued by July 1 5. Meeting Minutes - June 1, 2021 Meeting Minutes for Review and Approval Member Bazinet moved approval of June 1, 2021 Meeting Minutes with no revisions and/or corrections, seconded by Vice ChairPerkins. Roll call vote: Meagher, yes; Hogan, yes; Shaw, yes; Perkins, yes; Brush, yes; Bazinet, yes; Huhn, yes. Motion carries. Member Shaw provided kudos to Mel for the meeting minutes. The return of in-person meetings was briefly discussed, is on the Government Operations Committee Agenda for the week of June 21, 2021.
