Minutes
The meetingwas called to order at 8:32am with the following present: Jane Bragg,
MargeMcGill,BarbaraMcDade,TristanGreenlaw,KevinSmith,KatherineMalia,
Lovern Stockwell, Christina Berube, Angela Okafor (City Council), Betsy Lundy, Tanya
Emery and Josh Saucier (City Staff)
TheminutesoftheFebruarymeetingwereAPPROVEDunanimouslybyrollcallvoteon
aMOTIONby Marge McGill with SECOND by Barbara McDade.
A general discussion on the purpose of the Commission and the expectations of the
City for the commission indicatedthat celebrating andpromoting the arts, leveraging
funds (grants) to help sustain artists and arts organizations and maintaining a catalog of
assets remain the primary workof thecommission. These track well with the three
existing committees.
JoshSaucier and Tanya helped thecommission understand the city’s Procurement
Policy and the time needed to developarequiredRFP if desired for ARTober or other
projects. The commission in and of itself is not authorized to take in or spend money.
JoshGass from Launchpad anda memberofthe ARTober committee joined with some
questions for clarification.
A review of Ordinance Chapter23, Article III and the Charge to the CCD identified some
areas for possible minor edits or amendments. This will be followed up.
Afterreviewing a tentative draftfora new Arts and Culture Policy, an AdHoc committee
was established with the taskof draftinga new policy document and a one year action
plan andtorecommend edits or amendmentsto the Charge and the Ordinance. The
chairs of theARTober,Grant and Cultural Asset Committee (Barbara McDade, Marge
McGill and Aubrae Filipiak) were named to this committee.
Briefreports from the committee chairs or representatives were heard. No actions
taken. MargeMcGill, chairofthe Grant Committee,requesteda comprehensive report
on past grants.
Therebeingno other business,themeetingwas adjourned at 9:50 on a motion by
Marge McGill with secondbyKevin Smith.
