Chapter I, Article J, Sections 1 and 2 of the Ordinances of the City of Danger as presently existing be xepealed,and replaced with the fallowing: CHAPTER I Article J - Citizens Advisory committee Sec. L Citizens Advisory Committee. There is hereby established a Citizens Advisory Committee which sba1L consist of 35 members, who Shell be appointed by the City Council in ac ordance with Workable program provisions to act a afocal point of citizen participation and to provide support for public and private efforts in carrying out the local improvement programs which are supported by Federal funds through the U. D. Departmentd of Housing and Urban Development and Health, Education and Welfare. 1.1 F mbexship. Members shall be appointed annually to re far a termor corse (3) years and s until a r is duly appointed.. Any vacancy created on them Committee shall be filled by appointment by the City Council for the remainder of the term. 1.2 Composition of Committee. In appointing members to the Committee, the City Council shall take into consideration that the Committee meat be representative of all community Interests and areas including, but not Limited m, economic, labor, civic, church, education, health, welfare,minority groups, public. information and neighborhods. In addition, onember Shall be appointed representing each of the City's senior high schools,each to serve for a term of one (1) year, beginning on the third Monday of September in each year. Regular meetings shall be held at least once each month and special meetings may be called as provided for in the By -Laws of the Citizens Advisory Committee. 1.4 BY -haws. The Committee shall adopt By -Laws which shall include provisions for the election of a Chairperson, Recording Secretary, and Such other officers as the Ca®ittee deems necessary; the establishment of a borrow; the scheduling and calling of regular and special meetings; and the procedures for the holding of anannual meting and the izemnce of an ml report totheCity Council. The By-laws may be adopted and amended by a majority vote of the Committee, Subject to the ratification and approval by the City Council. Sec. 2 Functions. it shall be the function of this Comattee: 2.1 To consider or study such matters of municipal concern as may be referred to the Committee by the City Council or the City Administration, and to report the recommendations of the Committee to the. referring party within a reasonable period of time. 2.2 To eider or Study any other matters concerning community meunity Impro'lement for Bangor, which may be brought to the attention of the Committee by any citizen, and to report recommendations to City officials, if it Is deemed appropriate by a majority vote of the Committee. 2.3 To form'sub-committees from time to time to examine matters which may he referred to the Committee. - ommittees aha1L be appointed by the Chairperson and their a of concern may include, but shall not be limited rthousing, transportation, business and economic development, Capital improvements, the environment and education.
