Amending Chapter 165, Land Development Code, District Map by Changing the Parcel of Land at 24 Larkin
Street from Neighborhood Service District (NSD) to Multifamily & Service District (M&SD).
Summary
This ordinance would change a .55 acres parcel of land located at 24 Larkin Street from Neighborhood Service
District (NSD) to Multifamily and Service District (M&SD).
The building has been used as a mix -use residential and commercial; it's primary use, however, was residential.
The new owner, A&L Webster, LLC acquired the building in 2018 and would now like to convert it to entirely
residential use. The 2012 Comprehensive Plan kept this lot zoned as NSD, even though it was primarily
residential at that time. Additionally, the property is surrounded by URD-1. This change will recognize a desire
for the City both maintain existing residential property units and create more of them.
Though the building is on not on a historic list, it is a significant building in Bangor's history whereby there were
many schools built around this time period. The building was designed by famous Bangor architect Wilfred
Mansur and constructed in 1907. Reuse of these old schools to residential uses is common and usual as it
offers a reasonable method to repurpose the building with minimal exterior modification.

ORDINANCE, Amending Chapter 165, Land Development Code, District Map by Changing the Parcel of Land
at 24 Larkin Street from Neighborhood Service District (NSD) to Multifamily & Service District (M&SD).
WHEREAS, the building at 24 Larkin represents an important period in Bangor's history; and
WHEREAS, it is common to reuse old schools for residential units;
WHEREAS, the City Council has a policy to create new residential units where feasible;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor is amended as follows:
The Zoning District Map is hereby amended by changing the parcel of land at 24 Larkin Street from
Neighborhood Service District (NSD) to Multifamily & Service District (M&SD). Said parcel contains
approximately .55 acres in size and being more particularly indicated on the map attached hereto and made a
part hereof.

Please accept this memorandum as the recommendation from the Planning Board for the noted item.
The Planning Board considered this item in a noticed public hearing on July 6, 2021.
The meeting was conducted in person with the Board members, staff and the applicant present. The
advertisement and posts were noted the meeting would be on Zoom; thus Zoom was available to
interested parties.
Representing the applicant was Jim Kiser, PE who reviewed the application. They are looking to
convert the entire building for multifamily units.
The staff report included the following information:
A. This is a request to change the zoning for the old school building lot to be Multi Family.
Currently the zoning is the Neighborhood Service District.
B. Neighborhood Service District allows for mixed use development that includes residential
development; however the density the property owner is looking for with this site is more akin
to the Multifamily zone.
C. The Comprehensive Plan shows this property as Neighborhood Service District.
D. Should the Board see this lot as a good location for multifamily, it could be recommended
favorably due to:
1) The creation of residential dwelling units in a location that is in walking distance to
goods and services, as well as public transportation and recreational areas); and

2) Though the building is not on the city’s historic list, it does represent an important piece
of institutional architecture. It is common and is a good way to save these buildings by
re-purposing them for dwelling units
The Board agreed with the staff assessment and passed a motion, dutifully made by Member Perkins
and seconded by Member Hogan, to recommend to the City Council that the said zoning district
change ought to pass. All members voted yes.
